Now, on behalf of the municipal government, I report my work to the General Assembly for deliberation, and ask CPPCC members to put forward their opinions.

I. Review of Work in 2023

2023 is the first year of fully implementing the spirit of the 20th National Congress of the Communist Party of China, the year of economic recovery and development after the three-year transition of prevention and control in COVID-19 pandemic, and the first year of implementing the action of comprehensively revitalizing and breaking through Dalian. 　 visited Northeast China again, presided over the symposium on promoting the comprehensive revitalization of Northeast China in the new era and delivered an important speech. He systematically planned and made strategic arrangements for promoting the comprehensive revitalization of Northeast China in the new era, and drew a new blueprint for development, which pointed out the way forward for us, provided fundamental compliance and injected strong impetus.

In the past year, we have adhered to the guidance of Xi's new era of socialism with Chinese characteristics, fully implemented the spirit of the 20th National Congress of the Communist Party of China, unswervingly implemented Xi's important speech and instructions on the revitalization and development of Northeast China, Liaoning and Dalian, and resolutely implemented the CPC Central Committee. The decision-making arrangements of the State Council and the provincial party Committee and the provincial government, under the strong leadership of the municipal party Committee, anchored the strategic positioning of "two leading areas" and "three centers", and bravely became the "high jump team" for revitalizing Northeast China in the new era, focusing on "accelerating the spirit of Xi's important speech" It is estimated that the regional GDP will increase by more than 6%; General public budget revenue increased by 12%; The added value of industrial enterprises above designated size increased by more than 10%; Total retail sales of social consumer goods increased by 9%; The per capita disposable income of urban and rural residents is basically consistent with economic growth; Consumer prices rose by 0.6%; Compared with 2020, the energy consumption intensity has decreased by more than 13%. Revitalization and development show a good trend of improving quality and efficiency, making steady progress, the main economic indicators are better than those of the whole country, a number of major projects with traction have made breakthrough progress, the high-quality development of the "two leading areas" and "three centers" has become effective, and the comprehensive revitalization and new breakthrough Dalian has achieved success in the first battle.

(1) Make every effort to promote the economic recovery, and the comprehensive economic strength continues to grow. Actively expand investment and promote consumption. Innovate and implement the "three mechanisms" of project construction, accelerate the construction of major high-quality projects, officially start the construction of Jinzhou Bay International Airport, achieve major results in the relocation and transformation of large petrochemical companies, and incorporate the water resources allocation project of Liaodong Peninsula into the national layout; Hengli Linhai Equipment Manufacturing Base Project was put into production, and Graphite Valley Project settled in Jinpu New District; Metro Line 5 and Dalian Bay Cross-Harbour Tunnel were completed and put into operation, Lvshun Central Passage and Dalian North Station Comprehensive Transportation Hub were completed and put into operation, and Barracuda Bay Football Stadium was put into use. Cultural tourism consumption recovered strongly, a cultural tourism industry development conference was held, the "Sea Tour Dalian" project was officially put into operation, Tianjin Street, Russian Style Street, Fisherman's Wharf and other characteristic blocks were newly upgraded, and Iceberg Huigu and Jinshitan scenic spots became "national demonstrations". In the whole year, it received 136 million tourists and realized tourism income of 149.3 billion yuan, which recovered to 148% and 175% respectively in 2019. Accelerate the construction of a modern industrial system. Do a good job in the "three major articles" of structural adjustment, and the total investment in manufacturing and high-tech industries accounts for 39.3% of the city's investment. The equipment manufacturing industry accelerated its progress towards high-end, and major equipment such as super-large container ships and the world's largest shuttle tanker were successfully delivered. Chery Automobile Supporting Industrial Park started construction, Bingshan Group started construction of the first domestic cold and hot equipment manufacturing industry sub-center, and three enterprises including large locomotives were awarded national intelligent manufacturing demonstration factories. The petrochemical industry has accelerated its extension to the whole industrial chain, some projects of Hengli Polyester Science and Technology Industrial Park have been put into operation, and the construction of Dingjide high-end new materials project has started. Changxing Island (Xizhong Island) Petrochemical Industry Base has been shortlisted as "Top 30 National High-quality Development Chemical Industry Parks". Strategic emerging industries continued to grow, and a number of projects in the fields of software information, clean energy and life safety started construction. The added value of strategic emerging industries and the added value of digital economy core industries accounted for 13% and 9.5% of GDP respectively. Take multiple measures to stabilize foreign investment and foreign trade. Greater efforts were made to attract and utilize foreign capital, and the opening-up and investment promotion conference, the Digital Fair, the Dalian Night of Summer Davos Forum, and the Sino-Russian Investment Development and Trade Cooperation Conference were successfully held. The "circle of friends" for investment promotion continued to expand, with the actual utilization of foreign capital reaching 960 million US dollars and the domestic capital in place outside the province reaching 188.56 billion yuan, an increase of 15.1%. The cross-border electronic commerce Comprehensive Experimental Zone was built with high quality, and 105 cross-border e-commerce companies were newly cultivated. The city was approved as a pilot city for the national special action to promote cross-border trade facilitation; Deeply integrated into the "the belt and road initiative", the import and export volume to countries along the route accounted for 42.6% of the whole city, and the import and export volume to Japan, South Korea and Russia increased by 2%, 20% and 80% respectively. Positive results have been achieved in stabilizing growth, expanding investment and promoting consumption, and the quality and efficiency of economic development have steadily improved.

(2) In-depth implementation of the strategy of revitalizing the city through science and education, the ability of innovation and development has been significantly enhanced. Run a satisfactory education for the people. Make overall plans to promote the innovation and development of basic education, vocational education, special education and higher education. 13 new public kindergartens were opened and 3,180 degrees were added; 7 compulsory education schools were newly built, renovated and expanded, and 8,000 degrees were added. Zhongshan District was rated as an experimental area for improving the inclusive preschool education guarantee mechanism by the Ministry of Education; Deepening the integration of production and education and the cooperation between cities and schools, Jinpu New District was selected as the first batch of national-level production and education consortia, and Dalian University of Technology and Maritime University were listed as "double first-class" in China. Promote self-reliance in science and technology. To speed up the construction of innovation platform, the construction of Yinggeshi Science City entered the fast lane, the first batch of 235 sub-field laboratories were confirmed to settle in, the main body of advanced light source scientific apparatus pre-research project was completed, Liaoning Binhai Laboratory and Huanghai Laboratory were put into use, the National Key Laboratory of Waterway Traffic Control was officially approved, the number of national key laboratories in our city increased to five, and Dalian Artificial Intelligence Computing Center was approved as an open innovation platform for the national new generation of artificial intelligence public computing power. To strengthen the cultivation of innovative subjects, 15 new incubation platforms for science and technology enterprises and 2,093 newly registered small and medium-sized science and technology enterprises were added. Accelerate the transformation of scientific and technological achievements, the turnover of technology contracts increased by 18.4%, and the local conversion rate of scientific and technological achievements reached 42.2%. We carried out key core technology research, implemented 132 items of "taking the lead in the list", successfully launched "Dalian No.1" satellite, made substantial breakthroughs in high-speed rail bearings and other technologies, and the whole society's R&D investment increased by 10%, accounting for 3.2% of GDP. Building a highland of scientific and technological talents. In-depth implementation of the "Plan for Promoting Talents", the introduction of 13 "Transplant with Soil" teams, the addition of 792 high-level talents, and the successful holding of the 24th Haichuang Week. Activities such as "Young Students Stay in Colleges and Universities" were carried out, and 65,000 college graduates were received, an increase of 27%. The trinity of education, science and technology and talents is becoming the basic and strategic support for the high-quality development of the "two leading areas".

(3) Unswervingly push forward reform and opening up, and effectively release the endogenous driving force for development. Focus on optimizing the business environment. Carry out the activity of "A Letter to Entrepreneurs" by the main leaders of the municipal party committee and the municipal government, and launch 28 70 upgrading measures. Promote "one thing at a time", issue a guide to "doing things without finding relationships", and launch 40 policies of "no application and enjoyment" and 300 items of "all-in-one"; "One Network Collaboration" achieved full coverage, and 93% of government service matters were handled online. The "One Network Unified Management" and "One Network Collaboration" systems were selected as national digital city innovation achievements. Deepen the reform of key areas. Resolutely implement the "two unwavering", promote the reform of "one enterprise, one policy" of 17 municipal state-owned enterprises, realize the contrarian and extraordinary development of heavy industry group through reorganization and integration, realize the quality and efficiency of Shuang Sheng after the reform of Gaojia Chemical Industry, steadily advance the mixed reform of Wazhou Group and Inspection and Testing Group, and achieve results in the construction of Taiping Bay Special Demonstration Zone for Comprehensive Reform of State-owned Enterprises. The private economy development conference was held, 15 measures to support the development of small and medium-sized enterprises were introduced, the positive and negative lists of political and business exchanges were formulated, and the leading cadres' "double entry and double promotion" action was carried out. In the whole year, 138,900 new business entities were registered, an increase of 16.68%, and the number of new households reached a record high. There were 12 new state-level specialized and innovative "Little Giant" enterprises and 159 provincial-level specialized and innovative small and medium-sized enterprises. Deepen the reform of industrial parks, and establish an institutional mechanism for the high-tech zone and Lvshunkou District to jointly support the development of Lvshun Economic Development Zone. Continue to expand high-level opening up. The Pilot Free Trade Zone launched 30 pioneering institutional innovations, and 2 achievements were selected into the reform pilot experience of the State Council to be replicated and promoted throughout the country. Expand the functions of RCEP (Dalian) International Business District, put the public service platform into operation, and start the operation of cross-border commodity exhibition and trade center. Give full play to the role of "one core leading" in Liaoning coastal economic belt, the coordinated development of six cities continues to go deep and practical, and 50 issues are "handled by regions". Accelerate the construction of "three centers". Upgrade the energy level of shipping centers, open Dalian-Vladivostok and Dalian-Haneda routes, the annual airport throughput is 16.13 million passengers, an increase of 153%, and the growth rate exceeds the national average. Policies to promote the development of shipping logistics are introduced, and the container throughput growth rate ranks among the top coastal ports in China; Improve the logistics center system, smooth the sea-land channel, carry out the "one single system" pilot, open the sea-rail intermodal train from Daqing to Dalian, and the sea-rail intermodal transport volume ranks among the top in the country; Enhance the radiation of financial centers, two enterprises are successfully listed, two enterprises are listed on the New Third Board, and the big business has achieved full coverage of futures options tools in the chemical sector.

(4) To promote the integration of urban and rural land and sea planning, regional coordinated development presents a new situation. Vigorously develop marine economy. The marine energy industry has accelerated its development, and Huaneng and Three Gorges offshore wind power projects have been launched one after another; The construction of "Blue Granary" was accelerated, and three national marine pastures were newly built, ranking first in the country in terms of quantity and scale. Six national and provincial seed farms were newly identified, and Xinyulong National Stichopus japonicus Germplasm Resources Farm was completed and put into operation. The total output value of marine economy in the city is 420 billion yuan, an increase of more than 9%. Vigorously promote the clean-up and rectification of illegal occupation of sea areas, tidal flats and shorelines, revitalize the coastline of 54.3 kilometers, clean up and rectify the sea area of 90,000 hectares, rectify 284 environmental "dirty and messy" problems, and the proportion of excellent water quality in coastal waters is 99.1%, forming a good situation of unified planning, unified management and unified marketing. Solidly promote rural revitalization. Resolutely shoulder the responsibility of food security, build, renovate and upgrade 70,000 mu of high-standard farmland, implement conservation tillage of 635,000 mu, complete the sown area of grain of 4.021 million mu, and achieve "eight consecutive harvests" in total grain output. Vigorously develop rural industries. The number of national modern agricultural industrial parks, agricultural modernization demonstration zones and rural revitalization demonstration counties in our city ranks first among sub-provincial cities, and four landmark agricultural products such as "Dalian Cherry" won gold medals in national expositions. Wafangdian City and Jinpu New District are included in the pilot project of entering the market for rural collective construction land. Promote the construction of livable and beautiful villages, complete 200 kilometers of large and medium-sized repairs of rural roads, complete the remediation of 94 rural black and odorous water bodies, the treatment rate of rural domestic sewage in the city reached 70.5%, and create 161 beautiful and livable villages at the provincial level. Improve the quality of the city in an all-round way. Improve urban infrastructure, upgrade and transform 35 key roads, add 40,000 parking berths, build 116 "pocket parks", and build 24 sponge city projects. Implement urban renewal actions, accelerate the construction of affordable housing, "dual-use" public infrastructure construction, urban village reconstruction and other "three major projects", transform 1,350 kilometers of gas pipeline network, 276 kilometers of old heating pipeline network, 111 kilometers of old drainage pipeline network, raise 6,036 sets of affordable rental housing, and realize public rental housing. Shahekou Xingshe Community has become a national complete community construction pilot, transforming 192 old residential areas with 11 million square meters, benefiting 150,000 residents. The task of transforming old residential areas determined in the 14th Five-Year Plan was completed two years ahead of schedule.

(5) Accelerate the construction of beautiful Dalian, and achieve positive results in green development. Deepen the prevention and control of environmental pollution. Solidly promote the implementation of the rectification tasks of the Central Eco-environmental Protection Inspector and the National Marine Inspector, and continue to defend the blue sky, clear water and pure land. The number of days with good air quality is 319 days. The excellent water quality ratio of 13 national examination river sections reaches 100%, and the safe utilization rate of key construction land and safe disposal of hazardous wastes remains 100%. Our city has been rated as "a place with obvious achievements in practical work" by the Ministry of Ecology and Environment, and the experience of ecological civilization construction has been exchanged and promoted throughout the country. Strengthen ecological environment protection and restoration. Make overall plans to promote the integrated protection and restoration of grass and sand in landscapes, forests, lakes and lakes, innovate and implement the pilot model of "soil restoration + development and construction", implement the "Green Dalian" project in depth, complete 20,000 mu of artificial afforestation, and restore 15,000 mu of abandoned mines. Zhuanghe City was named "Ecological Civilization Construction Demonstration Zone" by the Ministry of Ecology and Environment, and Changhai County was rated as the first batch of national natural resources conservation and intensive demonstration counties. Accelerate the green transformation of development mode. Promote the optimization and adjustment of the total industrial energy consumption and intensity of the city to achieve "double decline". Promote the optimization and adjustment of industrial structure, It has become a new fashion for Dalian people. The blue sky is permanent, the green water is clear, the green hills are green, and the blue sea and flowing clouds have become the most vivid background color of Dalian.

(6) Develop people's livelihood and social undertakings, and continuously improve people's living standards. Strengthen the employment priority policy. Improve the employment public service system, carry out activities to help enterprises stabilize posts and expand posts to promote employment, pay special attention to the employment and entrepreneurship of key groups such as college graduates and retired military personnel, complete 125,000 new jobs in cities and towns, and dynamically clear zero-employment families. Secure the bottom line of people's livelihood security. Efforts were made to solve the urgent problems of the people, and 15 key livelihood issues were completed with high quality. The minimum living standard for urban and rural residents and the basic living standard for urban and rural destitute support personnel have been comprehensively improved; The endowment insurance for enterprise employees was promoted in an orderly manner throughout the country, the coverage of social insurance continued to expand, and the outpatient mutual aid guarantee policy for basic medical insurance for employees was implemented. To strengthen the old-age care service, the market-oriented old-age industry cluster has developed rapidly, and the network of home-based and community-based old-age service facilities linked by districts, streets and communities has initially taken shape. 1,000 new family old-age beds have been built, Pulandian District has been awarded the first batch of demonstration areas for the protection of minors in China, and Beigang Community in Xigang District has been awarded the demonstration national old-age friendly community. Promote the construction of healthy Dalian. Consolidate the reform achievements of "three medical linkages" and add 5 national key clinical specialties; Ten projects such as fever clinic and inpatient building construction have been put into use, and the medical conditions of citizens have been significantly improved. The reform of "one hospital with multiple districts" in public hospitals has been selected as a typical case in China. Improve the level of cultural services. Implement the project of benefiting the people by culture, carry out 410 cultural activities such as "Art Lights the City", build 20 new public cultural spaces such as city study rooms and non-legacy workshops, and a number of excellent masterpieces such as the musical "The Youth of the Country" won national and provincial awards. Carry out the national fitness campaign, Dalian International Walking Conference and Marathon were successfully held. (7) Scientifically coordinate development and security, and resolutely keep the bottom line of no systemic risks. Actively prevent and resolve risks in key areas. Find out the full-scale local debt base, make overall use of national policies, formulate and implement debt conversion plans, and take multiple measures to fight a tough battle to prevent and resolve local debt risks, thus effectively reducing local debt risks. Strengthen risk judgment, early warning and disposal in the financial sector, and severely rectify illegal fund-raising such as Shanhai Group and Shengtongrun Group. To strengthen the supervision of the real estate market, 13 construction projects were steadily advanced, which effectively safeguarded the legitimate rights and interests of the masses. Focus on improving the level of public safety. Compacting production safety responsibilities, carrying out investigation and rectification of major hidden dangers, and strengthening safety supervision in key areas, the number of production safety accidents and deaths decreased by 23.4% and 20.3% respectively. To strengthen food and drug safety supervision, the achievements of creating a national food safety demonstration city continued to consolidate. The fight against evils was promoted in a normal way, with the detection rate of criminal cases increasing by 19.5 percentage points and the settlement rate of public security cases increasing by 23.9 percentage points, and social security continued to improve. Promote grass-roots social governance efficiently. Adhere to and develop the "Fengqiao Experience" in the new era, adhere to the "four grassroots", and carry out the special action of "big investigation and big resolution" of contradictions and disputes. Establish a list of the duties of the principal responsible persons of the party and government to perform the first responsible person in the construction of the rule of law, and achieve 100% of the principal responsible persons of the party and government Improve the mechanism for legal advisers and public lawyers to participate in major administrative decision-making, and provide legal guarantee for the government to make decisions according to law. Implement the "four lists", so that business entities can feel the law enforcement with temperature. Take the initiative to accept the supervision of the NPC and CPPCC, and complete the handling of suggestions and proposals with high quality. Continuously improve work style. Persevere in implementing the spirit of the eight central regulations and their detailed rules for implementation, and constantly correct four winds and set a new style. Carry forward the spirit of daring to fight and being good at fighting, guide party members and cadres in the government system to dare to venture and work hard, and take responsibility, do good deeds and seek practical results in the comprehensive revitalization of Dalian in the new era. Adhere to careful calculation and strict control of expenditure. The total budget of the municipal "three public funds" will only decrease but not increase, and the public funds will be reduced by 10% according to the quota standard. Vigorously promote anti-corruption. We dare not rot, cannot rot, and do not want to rot. Strengthen the supervision of the "top leaders" and leading bodies of various departments and regions of the municipal government. Keep a close eye on key issues, key objects and key areas, seriously investigate and deal with new and hidden corruption, resolutely punish "fly greed" around the masses, and vigorously create a clean and positive political ecology. New progress has been made in ethnic and religious affairs, national defense mobilization, foreign affairs, overseas Chinese affairs, Taiwan affairs, archives, meteorology, arbitration, undertakings for the disabled, militia reserve and border and coastal defense. Delegates, the achievements made in the past year lie in the strong leadership of the CPC Central Committee with Comrade Xi as the core, the scientific guidance of Xi's socialism with Chinese characteristics in the new era, and the result of the unity and hard work of the broad masses of cadres and masses led by the Municipal Party Committee. Here, I would like to pay high respects and heartfelt thanks to the NPC deputies and CPPCC members who have given great support to the government work, to the democratic parties, federations of industry and commerce and personages without party affiliation, to retired veteran comrades, to the departments of the central province and the companies stationed in other provinces and cities, to the troops stationed in the companies, armed police officers and firefighters, and to friends at home and abroad who care for and support the revitalization and development of Dalian. While affirming our achievements, we are also soberly aware of the contradictions and problems facing our development. The problem of insufficient effective demand still exists, consumption recovery continues to be under pressure, investment growth is weak, downward pressure on exports is increasing, and the growth of fixed assets investment and foreign investment and foreign trade is lower than expected. There are potential risks in some key areas, the real estate market situation is grim, and the task of ensuring the delivery of buildings is still arduous; In some areas, the government debt risk and the pressure of fiscal balance are increasing, and the risks in some financial sectors cannot be ignored. The supporting capacity of scientific and technological innovation needs to be accelerated, there are few emerging industrial clusters, the transformation of scientific and technological achievements needs to be strengthened urgently, high-end innovative talents are insufficient, and the transformation and upgrading of industrial structure still needs to be intensified. Shortcomings still exist in the areas of people's livelihood and social governance. The financial growth of districts, cities and counties is difficult, the pressure of "three guarantees" at the grass-roots level is increasing, and the supply of high-quality public services needs to be strengthened. The government needs to further strengthen its own construction, and formalism and bureaucracy should continue to be rectified. Corruption still occurs in some areas, and the efficiency of service management still needs to be improved. We should face up to the problems, face difficulties and take effective measures to solve them.

Ⅱ. Government work objectives and main tasks in 2024

This year marks the 75th anniversary of the founding of the People's Republic of China. It is a crucial year for implementing the three-year action of comprehensive revitalization and new breakthrough in Liaoning. It is also a crucial year for the high-quality development and upgrading of the "two leading areas". It is of great significance to do all the work well. At present, Dalian is in the golden period of revitalization and development with multiple opportunities intertwined, multiple forces concentrated and multiple windows opened at the same time. We should strengthen our confidence, seize the opportunity, work hard and forge ahead, and make every effort to win the tough battle in the three-year action, so as to take the lead in realizing the outstanding achievements of comprehensive revitalization and new breakthrough and hand in a qualified answer to the people of the whole city.

The guiding ideology of government work this year is: Adhere to the guidance of Xi Thought on Socialism with Chinese Characteristics for a New Era, Comprehensively implement the spirit of the 20th CPC National Congress and the Second Plenary Session of the 20th CPC Central Committee, Implement Xi's important speech and instructions on the revitalization and development of Northeast China, Liaoning and Dalian, especially the spirit of the important speech at the Symposium on Promoting the Comprehensive Revitalization of Northeast China in the New Era, conscientiously implement the deployment of the economic work conference of the central and provincial committees and municipal committees, persist in striving for stability, promoting stability through progress, standing first and breaking later, and implement the new development concept completely, accurately and comprehensively. Firmly grasp the important mission of safeguarding the country's "five major security". Firmly grasp the primary task of high-quality development and the strategic task of building a new development pattern, expand domestic demand and deepen supply-side structural reform, coordinate new urbanization and rural comprehensive revitalization, coordinate high-quality development and high-level security, focus on "six construction" objectives and tasks, accurately implement the "upgrading list", make positive progress in changing modes, adjusting structure, improving quality and increasing efficiency, enhance economic vitality "A new chapter in high-quality development.

The main expected goals of the city's economic and social development are: the regional GDP will increase by about 6%, the added value of industrial enterprises above designated size will increase by 7.5%, the investment in fixed assets will increase by about 8%, the total retail sales of social consumer goods will increase by 8%, the general public budget revenue will increase by 6%, the import and export of foreign trade will increase by 7%, and the increase of consumer price will be controlled at about 3%.-12-The income growth of urban and rural residents is basically synchronized with economic growth, and the energy consumption intensity will decrease by 12% compared with 2020.

Focus on the following aspects:

(1) Make every effort to promote high-quality development and build a modern industrial system with developed real economy. Earnestly fulfill the important mission of safeguarding the country's "five major security", strengthen the sense of hardship, improve the ability of prevention and control, and keep the bottom line of urban security development.

Effectively prevent and resolve financial debt risks. Strengthen financial supervision, investigate potential financial risks, support the transformation and development of Bank of Dalian and Dalian Rural Commercial Bank, complete the risk disposal of three financial institutions, namely Huaxin Trust, Centennial Life Insurance and Jinzhou Lianfeng Village Bank, and increase efforts to promote the collection and loss, and continue to repair and purify the financial development ecology; Severely crack down on illegal financial activities and steadily solve key illegal fund-raising cases. Establish and improve the monitoring mechanism of debt normalization, strictly implement the debt conversion plan, actively resolve existing debts, strictly control new hidden debts, effectively resolve local debt risks, and secure the bottom line of "three guarantees" at the grassroots level.

Actively prevent and resolve risks in the real estate market. Solidly promote the protection of property delivery, people's livelihood and stability, meet the reasonable financing needs of real estate enterprises with different ownership systems, and resolutely prevent the outbreak of debt default risk. Adjust and optimize real estate policies in a timely manner, and accelerate the construction of a new model of real estate development. Vigorously promote the "three major projects", such as the construction of affordable housing, the construction of "dual-use" public infrastructure, and the reconstruction of urban villages, implement the reconstruction of urban villages in key areas such as Jinpu New District and Ganjingzi District, and build 2,170 sets of placement-type affordable housing to promote the stable and healthy development and virtuous circle of the real estate market.

Improve the level of public safety in an all-round way. We will tighten the responsibility system for safe production, implement the "fifteen" hard measures of the Security Committee of the State Council, deepen the operation of the "four mechanisms" and the "three-day safety" long-term mechanism, solidly promote the classification and scene-based supervision of safe production, carry out in-depth investigation and rectification of potential risks, and resolutely prevent and contain the occurrence of serious accidents. Strengthen the supervision of the whole chain of food and drugs, deepen the establishment of a national food safety demonstration city. Strengthen the overall prevention and control of social security, promote the fight against evils in a normal way, severely crack down on illegal crimes that harm fair competition, disrupt market order and affect revitalization and development, and build a higher level of safe Dalian.

Focus on enhancing the efficiency of social governance. Improve the social governance system and improve the working mechanism of joint governance of problems, linkage of work, and joint creation of peace; Deepen the "one network unified management" of urban governance and achieve full coverage of urban two-level platforms.
