Recently, the Provincial Department of Civil Affairs issued the "Circular on the Evaluation Results of the Fifth-Level Elderly Care Institutions in Liaoning Province for the Year 2025". Ruikang Home (Dalian) Elderly Care Co., Ltd. (Ruikang Home Elderly Care Home), Dalian Zhuanghe Elderly Care Service Center, and Dalian Kangyang Group Elderly Care Service Co., Ltd. (Kuiying Nursing Home) were rated as provincial-level fifth-level elderly care institutions. Currently, the number of Liaoning Province's fifth-level elderly care institutions in Dalian has reached 9, playing a demonstration and leading role in the construction of elderly care institutions in the province. It fully demonstrates the work achievements of Dalian's elderly care institutions in continuously enriching the construction connotation, deeply building service brands, and continuously promoting the improvement of the quality and efficiency of the city's elderly care services.

In recent years, the Dalian Civil Affairs Bureau has thoroughly implemented the national strategy of actively responding to population aging and continuously promoted the high-quality development of the elderly care service cause. Currently, there are 38,000 elderly care beds in the city, 394 elderly care institutions, 164 of which have been rated, including 9 provincial-level fifth-level institutions, and 1,753 various home-based and community-based elderly care service facilities. A coordinated elderly care service system integrating home-based, community-based, and institutional care, as well as a combination of medical and health care, has been basically established. Previously, 6 elderly care institutions, namely Dalian Jiaojinshan Elderly Care Service Center, Dalian Shahekou Nansha Elderly Home, Dalian Ganjingzi Xinzhaizi Community Elderly Care Service Center, Dalian Detai Elderly Care Service Co., Ltd., Dalian Wafangdian Xinghuayuan Elderly Welfare Service Center, and Dalian Xigang Qixiangyuan Elderly Care Center, were successively rated as Liaoning Province's fifth-level elderly care institutions.

Ruikang Home Elderly Care Home covers an area of about 5,000 square meters and has 56 beds. It has established a service system covering the entire life cycle, including four major sectors of education for anti-aging, technology-assisted elderly care, medical nursing for the elderly, and rehabilitation for longevity, providing multi-disciplinary, one-to-many comprehensive health management and daily care for the elderly. Dalian Zhuanghe Elderly Care Service Center is a comprehensive elderly care service institution with a combination of medical and elderly care. The total construction area is about 53,000 square meters, and it has 1,558 beds. It has established self-care elderly care areas, nursing-required elderly care areas, medical rehabilitation areas, dementia care areas, and high-risk care areas, providing 13 services such as daily care, medical nursing, and palliative care. Kuiying Nursing Home is the first elderly care institution operated by Dalian Kangyang Group, committed to building an elderly care service institution integrating medical and elderly care with elderly care as the core, medical care as the support, and rehabilitation as the characteristic. The total construction area is 6,228 square meters, and it has 199 beds.

The Civil Affairs Bureau will comprehensively deepen the reform and development of elderly care services, effectively play the demonstration and leading role of star-rated elderly care institutions, further improve the elderly care service facilities in Dalian, continuously improve the refinement of the work of elderly care service institutions, standardize services, and standardize management. We will whole-heartedly build a high-quality elderly care service system to enable the elderly to enjoy a more quality-oriented old-age life.
