On the 7th, the Chinese-flagged vessel "Chang'an Kou" docked at Dalian Automobile Terminal, and 460 domestic cars were loaded onto the ship and shipped to South Africa. "The border inspection authorities not only demarcated a clear restricted area at the port for us but also provided 'one-on-one' guidance on key links such as foreign vessel berthing, crew boarding and disembarking, and vehicle dispatching, which greatly improved our operation efficiency and customer experience," said Pang Hongbo, the deputy manager of the Terminal Operation Department of Dalian Automobile Terminal Co., Ltd.
Pang Hongbo said that in actual work, the terminal strictly complies with the requirements of the border inspection authorities, implements full-closed management of the foreign trade vessel operation area, sets up warning signs, and establishes a "real-time reporting mechanism for personnel entering and leaving the port and boarding and disembarking vessels" through the online platform of the border inspection. This enables identity verification, dynamic registration, and full-process traceability of all personnel boarding the vessels, ensuring that "people leave traces, vehicles leave tracks, and ships leave records."
In recent years, the Dalian border inspection department has promoted the construction of a smart border inspection through a management model that combines "online + offline" and "system + technology." By obtaining vessel dynamics in advance, optimizing duty deployment, and opening green channels, immigration management police ensure that foreign trade vessels can be inspected immediately upon berthing, start operations right after inspection, and leave promptly after operations, effectively reducing non-productive berthing time and saving logistics costs for enterprises.
Recently, the Dalian Border Inspection Station and the automobile terminal have further deepened the cooperation mechanism of "police-enterprise co-construction, co-governance, and sharing," clearly stating that "strengthening port management" is the prerequisite and foundation for the expansion of foreign trade business.
