On January 8th, the City-wide Commendation Conference for Spiritual Civilization Construction and the Promotion Conference for the Creation of the Eighth National Civilized City were held. The conferences aimed to thoroughly study and implement Xi Jinping's cultural ideology and General Secretary Xi Jinping's important expositions on spiritual civilization construction, fully implement the deployment requirements of the National Commendation Conference for Spiritual Civilization Construction and the Provincial Spiritual Civilization Construction Work Conference, and solidly promote the high-quality development of spiritual civilization construction to provide strong spiritual strength for writing the chapter of Dalian's Chinese-style modernization. Xiong Maoping pointed out that General Secretary Xi Jinping's important expositions on spiritual civilization development have scientifically answered a series of major theoretical and practical questions regarding spiritual civilization development in the new era. They have deepened our Party's understanding of the laws governing socialist spiritual civilization development, and are an important part of Xi Jinping's cultural ideology, providing important guidance for the work of spiritual civilization development. In recent years, the entire city has thoroughly studied and implemented Xi Jinping's cultural ideology and General Secretary Xi Jinping's important expositions on spiritual civilization development, earnestly implemented the decisions and deployments of the CPC Central Committee and the work requirements of the provincial Party committee, adhered to advancing with the times, upholding fundamental principles while making innovations, expanded civilized practice at a high standard, cultivated new civilized trends, and deepened civilized city creation. Dalian has won the honorary title of National Civilized City for seven consecutive sessions, and made new progress and achievements in spiritual civilization development. We shall deeply recognize that promoting high-quality development of spiritual civilization is a practical action to firmly support the “Two Establishments” and resolutely achieve the “Two Upholds”. It is an inevitable requirement for promoting the high-quality development and upgrading of the “Two Pioneer Areas”, an important means to shape the city's image and improve development expectations, and an urgent need to promote the common prosperity of the people's spiritual life. We shall further deepen our understanding of the laws of spiritual civilization development, thoroughly implement the purpose that spiritual civilization development is for the people's happy and good life, actively adapt to the times, enrich the development carriers, broaden the practical paths, and promote all work to be carried out in depth and achieve tangible results.

Xiong Maoping emphasized that in the new era and on the new journey, the work of spiritual civilization development in the city shall be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the CPC and all plenary sessions of the 20th CPC Central Committee, earnestly implement Xi Jinping's cultural ideology and General Secretary Xi Jinping's important expositions on spiritual civilization development, and comprehensively implement General Secretary Xi Jinping's important speeches and instructions on the all-round revitalization of Northeast China, Liaoning, and Dalian. We shall deeply understand the decisive significance of the “Two Establishments”, strengthen the “Four Consciousnesses”, firm up the “Four Spheres of Confidence”, and achieve the “Two Upholds”. We shall unremittingly use the Party's innovative theories to build the soul and gather strength, widely promote and practice core socialist values, pay more attention to the role of culture in nourishing the mind and cultivating sentiments, coordinate the promotion of civilized cultivation, civilized practice, and civilized city creation, and promote the integrated development of urban and rural spiritual civilization development. We shall continuously improve the people's civilized qualities and the social civilization level, and gather the striving force for the high-quality development and upgrading of the “Two Pioneer Areas” and the “Three Centers”.

Xiong Maoping emphasized that we shall deepen theoretical armament and firmly grasp the primary political task of arming the whole Party and educating the people with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and improve the long-term mechanism of building the soul, increasing wisdom, rectifying the work style, and promoting work through learning. We shall strengthen moral construction, regard strengthening and improving the ideological and moral construction of minors as a fundamental and strategic task, widely promote and practice core socialist values, vigorously promote the culture of integrity, and continuously stimulate the positive energy of the whole society to pursue goodness and progress. We shall firm up cultural confidence, enhance cultural originality, thoroughly implement the cultural projects for the benefit of the people, strengthen the supply of cultural services, do a good job in the protection and inheritance of cultural heritage, promote the integrated development of culture, sports, and tourism, and better meet the diverse and multi-level spiritual and cultural needs of the people. We shall deepen civilized city creation, coordinate urban renewal and the improvement of functional quality, promote the coordinated development of urban and rural spiritual civilization, vigorously promote civilized internet management, use, surfing, and development, and fully display the good image of the city. We shall promote new trends of the times, give full play to the role of civilized practice positions, continuously organize the “Ten Brand” activities such as civilized transportation, civilized tourism, civilized dining, civilized pet-keeping, and civilized etiquette, and cultivate a healthy and civilized social fashion.

Xiong Maoping emphasized that we shall uphold and strengthen the Party's leadership to provide a strong political guarantee for promoting high-quality development of spiritual civilization. We shall strengthen organizational leadership and improve the work pattern in which the Party committee exercises unified leadership, the Party, government, and mass organizations work together, relevant departments take their respective responsibilities, and the whole society actively participates. We shall pay attention to overall planning, plan civilized cultivation, practice, and creation as an organic whole, and focus on a number of key projects and produce a number of landmark achievements every year. We shall strengthen the working force, consolidate the grass-roots force in the front line of spiritual civilization development, actively cultivate and develop volunteer service organizations, pool resources from all parties, and gather the working force. We shall create a strong atmosphere, give full play to the role of the mainstream ideology in boosting confidence and stabilizing expectations, and vividly display the new atmosphere and new achievements of Dalian's spiritual civilization development.

The conference presented awards to representatives of advanced collectives and individuals in the city's spiritual civilization development.
