The meeting pointed out that in the past year, the Leading Party Members' Groups of the Standing Committee of the Municipal People's Congress, the Municipal Government, the Municipal Committee of the Chinese People's Political Consultative Conference, the Municipal Intermediate People's Court, and the Municipal People's Procuratorate adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, comprehensively implemented the spirit of the 20th National Congress of the Communist Party of China and all plenary sessions of the 20th Central Committee, implemented in one-go the important speeches and instructions of General Secretary Xi Jinping on the comprehensive revitalization of Northeast China, Liaoning Province, and Dalian, resolutely implemented the decisions and arrangements of the Party Central Committee and the work requirements of the Provincial Party Committee and the Municipal Party Committee, targeted at the strategic positioning of the "Two Pioneer Areas" and the "Three Centers", took the "Six-pronged Construction" as an important means, accurately implemented the "Improvement List", and effectively strengthened the self-building of the Leading Party Members' Groups. They forged ahead and took proactive actions, and made new progress and achievements in all aspects of work.

The meeting emphasized that this year is the first year of the 15th Five-Year Plan. The Leading Party Members' Groups of the Standing Committee of the Municipal People's Congress, the Municipal Government, the Municipal Committee of the Chinese People's Political Consultative Conference, the Municipal Intermediate People's Court, and the Municipal People's Procuratorate shall take the implementation of the important speeches and instructions of General Secretary Xi Jinping on the comprehensive revitalization of Northeast China, Liaoning Province, and Dalian as the main theme, fully implement the deployment requirements of the 11th Plenary Session of the 13th Municipal Party Committee, thoroughly plan and implement a number of major projects, major measures, and major reforms related to long-term development, and make new and greater contributions to writing a new chapter of Chinese-style modernization in Dalian. They shall adhere to clearly stating their political stance, continuously improve their political judgment, political comprehension, and political execution, always maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping as the core in thought, politics, and action, firmly support the "Two Establishments", and resolutely achieve the "Two Safeguards". They shall adhere to the Party's strict governance over itself, compact and implement the responsibility for governing the Party, establish and practice a correct view of political achievements, vigorously promote the work style of seeking truth and being pragmatic, maintain a high-pressure situation in combating corruption, and create a good political environment of clean governance and entrepreneurship.

The meeting emphasized that we shall focus on the central task and serve the overall situation, and do a solid job in all aspects of work throughout the year. The Leading Party Members' Group of the Standing Committee of the Municipal People's Congress shall adhere to scientific, democratic, and law-based legislation, correct, effective, and law-based supervision, thoroughly practice whole-process people's democracy, support and ensure that deputies perform their duties in accordance with the law, and strive to better transform institutional advantages into development advantages and governance effectiveness. The Leading Party Members' Group of the Municipal Government shall firmly grasp the primary task of high-quality development, firmly implement the strategy of expanding domestic demand, promote the in-depth integration of scientific and technological innovation and industrial innovation, comprehensively deepen reforms and expand opening-up, focus on ensuring and improving people's livelihood, better coordinate development and security, and promote economic and social development to a new level, ensuring a good start for the 15th Five-Year Plan. The Leading Party Members' Group of the Municipal Committee of the Chinese People's Political Consultative Conference shall organically combine the Party's leadership, the united front, and consultative democracy, carefully organize and implement the annual consultation plan, continuously deepen unity and friendship, and widely pool people's hearts, consensus, wisdom, and strength for Dalian to take the lead in achieving a new breakthrough in comprehensive revitalization.
