In accordance with the requirements of the "Notice of the National Development and Reform Commission and the Ministry of Finance on Implementing the Policy of Large-scale Equipment Upgrades and Trading in Old Consumer Goods for New Ones in 2026" (No. 1745 [2025] of the National Development and Reform Commission on Resources and Environment) and the "Notice of the General Offices of 8 Departments including the Ministry of Commerce on Issuing the 'Detailed Rules for the Implementation of Subsidies for Trading in Old Cars for New Ones in 2026'" (No. 467 [2025] of the Ministry of Commerce on Consumption), the Dalian Municipal Bureau of Commerce will carry out the activity of trading in old cars for new ones in 2026. The relevant matters are hereby clarified as follows:

1.The work of replacing old cars with new ones in Dalian will be implemented starting from January 1, 2026. The detailed implementation rules for the subsidies for vehicle scrapping and replacement in Dalian in 2026 will be issued separately.

2. Vehicle scrapping and replacement: In 2026, individual consumers who scrap gasoline passenger cars registered before June 30, 2013 (inclusive, the same below), diesel and other fuel passenger cars registered before June 30, 2015, or new-energy passenger cars registered before December 31, 2019, and purchase new-energy passenger cars included in the "Catalogue of New-Energy Vehicle Models Exempted from Vehicle Purchase Tax" of the Ministry of Industry and Information Technology or fuel-powered passenger cars with a displacement of 2.0 liters or less will be given a one-time subsidy. For those who scrap the eligible old cars mentioned above and purchase new-energy passenger cars, a subsidy of 12% of the new car's sales price (including tax, the same below) will be given, with the maximum subsidy amount (rounded up to the nearest whole yuan, the same below) of 20,000 yuan; for those who scrap the eligible fuel-powered passenger cars mentioned above and purchase fuel-powered passenger cars with a displacement of 2.0 liters or less, a subsidy of 10% of the new car's sales price will be given, with the maximum subsidy amount of 15,000 yuan. No subsidy will be given for those who scrap new-energy passenger cars and purchase fuel-powered passenger cars.

3. Vehicle replacement: In 2026, individual consumers who transfer the passenger cars registered under their own names through sales and purchase new-energy passenger cars included in the "Catalogue of New-Energy Vehicle Models Exempted from Vehicle Purchase Tax" of the Ministry of Industry and Information Technology or fuel-powered passenger cars with a displacement of 2.0 liters or less will be given a one-time subsidy. For those who trade in old cars for eligible new-energy passenger cars, a subsidy of 8% of the new car's sales price will be given, with the maximum subsidy amount of 15,000 yuan; for those who trade in old cars for eligible fuel-powered passenger cars, a subsidy of 6% of the new car's sales price will be given, with the maximum subsidy amount of 13,000 yuan.

4. The owner of the scrapped car or the old passenger car participating in the subsidy application and the owner of the newly purchased passenger car shall be the same individual consumer; the eligible old cars to be scrapped or transferred shall be registered under the applicant's name before January 8, 2025.

5. For the newly purchased eligible passenger cars, the "Uniform Invoice for Motor Vehicle Sales" shall be issued in Dalian, and the "Motor Vehicle Registration Certificate" shall be processed within Liaoning Province.

6. During the implementation of the old-for-new vehicle replacement policy in 2026, each individual consumer can only choose to enjoy either the vehicle scrapping and replacement subsidy or the vehicle replacement subsidy once, and cannot enjoy both the vehicle scrapping and replacement subsidy and the vehicle replacement subsidy at the same time. During the review period of the old-for-new vehicle replacement subsidy application, the newly purchased vehicle shall be registered under the applicant's name.

7. During the period from January 1, 2026, to the issuance of the detailed implementation rules for the old-for-new vehicle replacement subsidy in Dalian in 2026, individual consumers who have scrapped or transferred eligible old cars and purchased eligible new cars shall keep the relevant supporting materials (Materials for scrapping and replacement: Original photos or scans of the "Certificate of Recycling of Scrapped Motor Vehicles" and the "Certificate of Cancellation of Motor Vehicle Registration", original photos or scans of the "Uniform Invoice for Motor Vehicle Sales" and the "Motor Vehicle Registration Certificate". Materials for replacement: Original photos or scans of the "Uniform Invoice for Second-hand Vehicle Sales", the old vehicle's "Motor Vehicle Registration Certificate", the "Uniform Invoice for Motor Vehicle Sales", and the new vehicle's "Motor Vehicle Registration Certificate". All materials shall be obtained since January 1, 2026). After the issuance of the detailed implementation rules for the old-for-new vehicle replacement subsidy in Dalian in 2026, they can log in to the National Old-for-New Vehicle Replacement Information Platform or the Dalian Vehicle Replacement Service Platform to submit the relevant supporting materials to apply for the subsidy.
