Recently, the Municipal Market Supervision and Administration Bureau guided the supervision personnel of the Xigang District Market Supervision and Administration Bureau to conduct special inspections on the canteens of hospitals and nursing homes with medical-care integration in the jurisdiction. This is to further strengthen the main responsibility of medical institutions for food safety and build a solid safety defense line for group dining of special groups.

In the canteen of the Changchun Road Campus of the First Affiliated Hospital of Dalian Medical University, market supervision personnel followed the relevant person-in-charge of the hospital's dietary center into the kitchen, which provides meals for over 2,500 people daily. After inspection, the canteen has strict supplier access, complete certificate collection, and separate areas for raw and cooked food with dedicated utensils. "We have established an 'exclusive risk file' for each hospital canteen in our jurisdiction, listing the links where problems are most likely to occur. For a Class-III Grade-A hospital like this, we will focus on checking the disinfection process of meals for critically ill patients today," said the person-in-charge of the Food and Catering Section of the Xigang District Market Supervision and Administration Bureau. It is reported that for the patient group, the hospital has set up an independent 'patient meal assembly line', with independent areas from production to distribution, and delivers meals directly to the wards via a dedicated elevator, minimizing the risk of cross-contamination during the transfer process. The canteen implements a zero-inventory model of 'clearing vegetables daily' and conducts microbial testing on food ingredients and tableware through the in-hospital laboratory, further strengthening food safety protection.

Entering the canteen of the Children's Campus of Dalian Women and Children's Medical Center (Group), it provides meals for children, parents, and employees over 250,000 times a year. Market supervision personnel scanned the 'food safety information code' in the dining area, and the canteen's qualification certificates, staff health certificates, and recent food ingredient sampling results were all displayed. "We focus on monitoring risk points such as the addition of salt and sugar to baby food and cross-contamination of allergens," said market supervision personnel. They checked the purchase inspection records and focused on the processing details of children's meals. According to the logistics support department of the hospital, they carefully inspect the food ingredients purchased daily, return non-fresh ingredients directly, strictly supervise and guide each link of meal production, and regularly trace the origin of raw materials. The canteen also offers about 70 types of regular meals and 10 types of clinical nutritional meals, closely integrating food safety with promoting nutritional health.

At Dalian Aiyide Nursing Home and Care Center, the inspection list of the market supervision department is particularly detailed. "Food safety is directly related to the health of the elderly. We have established a linkage with the civil affairs department, and food safety is a core indicator for the grade evaluation of elderly care institutions," emphasized the supervision personnel. It is reported that the nursing home has formulated a food safety management system for elderly meals and strictly implements a risk investigation mechanism. The menu of the nursing home is designed by a nutritionist, featuring low-salt, low-sugar, soft, and easily digestible food. It provides liquid diets for the elderly recovering from surgery, those with limited digestive functions, or those with swallowing difficulties, and makes dynamic adjustments based on the feedback from the elderly. It also invites family members to participate in the supervision of food safety, so that the elderly can eat with peace of mind and comfort.

According to the report that the Xigang District Market Supervision and Administration Bureau also conducted inspections at different frequencies based on risk levels. High-definition cameras are installed at key points in the kitchen, allowing supervision personnel to conduct 'off-site inspections' at any time through their mobile phones. AI automatically identifies violations such as employees not wearing masks and foreign object intrusion, takes screenshots as evidence, and sends out early warnings. From the recent inspection results, some canteens still have problems such as incomplete purchase inspection records and irregular sampling records, and they have all been ordered to make rectifications. The relevant person-in-charge of the Market Supervision and Administration Bureau said that they will continue to increase the frequency and intensity of inspections, conduct 'follow-up inspections' in a timely manner to ensure that potential hazards are rectified in place, and guide each unit to continuously improve management levels through strengthened publicity and training, so as to create a safe and reassuring dining environment for medical staff, patients, and their families.
