On January 6th, the first plenary meeting of the Municipal Party Committee's Marine Development Commission in 2026 was held. It thoroughly implemented General Secretary Xi Jinping's important expositions on building a maritime power, and comprehensively implemented the spirit of General Secretary Xi Jinping's important speeches and instructions on the all-around revitalization of Northeast China, Liaoning Province and Dalian. It summarized the development of the city's marine economy in 2025, listened to reports on marine scientific and technological innovation, marine fishery development, ecological environment protection, safety supervision of fishing ports and vessels, and the construction of the Northeast Asian international shipping center and international logistics center. It studied and deployed the key tasks for 2026, planned the development ideas for the "15th Five-Year Plan", empowered the high-quality development of the marine economy with new-quality productivity, and accelerated the construction of a modern marine city with coordinated land-sea development. Xiong Maoping, Deputy Secretary of the Provincial Party Committee and Secretary of the Municipal Party Committee, presided over the meeting and delivered a speech. Li Qiang, Deputy Secretary of the Municipal Party Committee and Acting Mayor, attended and spoke. Li Dexin, Deputy Secretary of the Municipal Party Committee, participated.

The meeting pointed out that General Secretary Xi Jinping's important expositions on building a maritime power have pointed out the direction and provided fundamental guidelines for us to promote the high-quality development of the marine economy and accelerate the construction of a modern maritime city. In recent years, we have thoroughly implemented General Secretary Xi Jinping's important expositions, earnestly implemented the deployment requirements of the provincial Party committee, targeted the strategic positioning of "two pioneering areas" and "three centers", systematically planned and promoted the construction of a modern maritime city with coordinated land-sea development, and the high-quality development of the marine economy has reached a new level. We shall thoroughly study and implement General Secretary Xi Jinping's important expositions on building a maritime power, strengthen our confidence and determination to thrive with the sea and strengthen the city through the sea, consistently do a good job in the article of developing the marine economy, and strive to make new progress and achieve new results in building a modern maritime city with coordinated land-sea development.

The meeting emphasized that we shall make systematic plans, make breakthroughs with concentrated efforts, promote the integration of ports, shipping, and trade, and promote the integration of ports, industries, and cities to create a new situation for the high-quality development of the marine economy. We shall focus on strengthening industries, optimize the spatial layout of marine industries, promote the transformation and upgrading of traditional marine industries, accelerate the growth of emerging marine industries, make forward-looking plans for future marine industries, and promote the high-quality and efficient development of marine service industries to continuously consolidate the foundation for the high-quality development of the marine economy. We shall rely on science and technology, build major marine scientific and technological innovation platforms, accelerate the transformation and industrialization of marine scientific and technological achievements, create a good marine innovation ecosystem, and speed up the cultivation and development of new marine productive forces. We shall protect the marine environment, strictly adhere to the red line of marine ecological protection, consolidate and expand the achievements of the rectification of sea areas, rationally develop and utilize marine resources, highlight the marine characteristics of the city, and strive to build a beautiful Dalian where mountains, seas, and the city coexist in harmony. We shall firmly hold the bottom line, improve the intensive management level of ports and terminals, accelerate the replacement of wooden fishing boats with steel ones, improve the supervision system for fishing ports and boats, and comprehensively enhance the intrinsic safety level of the marine fishery.

The meeting emphasized that we shall focus on key tasks and draw a high-standard blueprint for the development of the marine economy during the 15th Five-Year Plan period. We shall consolidate and expand our advantageous marine industries, accelerate the layout of emerging and future industries, and make new breakthroughs in promoting industrial development. We shall re-sort out, re-demonstrate, and re-enrich the reserve projects, accurately select a number of high-quality projects, and make new breakthroughs in planning major projects. We shall give full play to our scientific and technological innovation advantages, strengthen the construction of the marine scientific and technological talent team, promote the local transformation and industrialization of marine scientific and technological achievements, and make new breakthroughs in leading with scientific and technological innovation. We shall adhere to the coordinated development of land and sea and the overall synergy, promote the differentiated development of industrial belts along the Yellow Sea and the Bohai Sea, and make new breakthroughs in optimizing the spatial layout. We shall make every effort to enhance the capabilities of the Northeast Asia International Shipping Center and the International Logistics Center and make new breakthroughs in enhancing the vitality of opening-up. We shall optimize the pattern of marine development and utilization, strictly adhere to the red line of ecological protection, and make new breakthroughs in improving governance capabilities.

The meeting emphasized that we shall strengthen organizational leadership, implement work responsibilities, and form a strong joint force to promote the high-quality development of the marine economy. We shall strengthen the overall coordination at the municipal level. The Marine Affairs Committee of the municipal Party committee shall play a leading role, all departments and units shall actively study and plan marine work in their respective fields, and all regions shall thoroughly implement tasks. We shall strengthen the guarantee of factors, improve the efficiency of using sea areas for major projects, and effectively ensure the implementation of key tasks and the construction of major projects. We shall strengthen supervision, assessment, and effectiveness evaluation, and deepen the application of results to ensure that the construction of a modern maritime city achieves results that can withstand the test. We shall strengthen publicity and guidance, carry forward marine culture, and create a stronger atmosphere in the whole society of caring about, understanding, and developing the marine economy.
