Step 1: Complete the insurance enrollment procedures
● Online: Follow the WeChat official account of "Dalian Medical Insurance Bureau" → After logging in, click "Service Hall" → Select "What I want to do" → Then click "Insurance enrollment registration for flexible-employed individuals"; or log in to the WeChat mini-program of "Dalian Social Insurance Payment for Natural Persons" → Click "Health insurance for flexible-employed individuals" → Then click "New insurance enrollment", fill in relevant information and submit materials.
● Offline: Bring materials such as ID cards, household registers, and valid residence permits to the medical insurance offices in each district to complete the insurance enrollment procedures.
Step 2: Complete the payment procedures
● Online: Log in to the WeChat mini-program of "Dalian Social Insurance Payment for Natural Persons" and make payments in the "Health insurance for flexible-employed individuals" module.
● Offline: Insured individuals can make offline payments at the tax handling windows across the city.
Cross-region cases
1.Ms. Zhang inquired: My mother paid the residents' medical insurance in Dalian in 2025. Since my mother will return to her hometown in Heilongjiang next year, we have suspended her Dalian residents' medical insurance and paid the 2026 residents' medical insurance in her hometown. Recently, my mother suddenly fell ill and needed to be hospitalized in Heilongjiang. Can she still use the Dalian residents' medical insurance for reimbursement at this time?
Answer: Yes. Although your mother has suspended her Dalian residents' medical insurance, the validity period of her medical insurance benefits for the year 2025 is until December 31, 2025. However, since the insurance enrollment relationship has been suspended, she cannot use the social security card or medical insurance code for direct cross-region settlement in Heilongjiang. She needs to pay the medical expenses in full by herself first and then reimburse them through any of the following methods after discharge:
