Recently, the Ministry of Ecology and Environment has deployed to accelerate the construction work of the first batch of pilot areas for beautiful cities. Ten cities including Dalian are the first batch of pilot areas for beautiful cities in the country, undertaking the construction tasks of the first batch of pilot areas for beautiful cities, forming a typical path for the construction of beautiful cities, and demonstrating and leading the construction of beautiful cities in China.

During the "14th Five-Year Plan" period, the number of days with good air quality in the whole city exceeded 320 days for five consecutive years. In 2025, the number of days with good air quality was 338 days, and the proportion of days with good air quality increased to 92.6%. The proportion of excellent water quality in 13 national-assessment river sections and 14 drinking water sources at or above the county level both reached 100%. In 2025, the proportion of excellent water quality in the coastal waters reached 99.1%. The ecological environment quality has been continuously improved, and the well-being and sense of gain of the people have been constantly enhanced.

At the same time, Dalian actively and steadily promotes carbon peaking and carbon neutrality, and establishes a "1+N" policy system for carbon peaking and carbon neutrality. 45 national-level green factories and 108 provincial-level green factories have been built. The proportion of newly-built green buildings in newly-built civil buildings in the whole city reaches 100%. All 14 compliance enterprises in the city included in the national carbon emission trading market have completed the quota settlement on time and in full.

In addition, Dalian has formulated the "Dalian Ecological Environment Zoning Control Plan", delineated 175 ecological environment control units, and formulated an ecological environment access list for regional, differentiated, and precise control with "one strategy for one unit", drawing boundaries and clarifying the bottom line for development. The achievements and experiences of the biodiversity protection work in the Snake Island-Laotieshan National Nature Reserve have been selected as a typical case of the "2025 National Biodiversity Conservation and Sustainable Use Practice Achievements"; the Biliuhe Reservoir has been awarded the National Beautiful River and Lake Excellent Case; Jinshitan Bay, Laohutan Bay, Xinghai Bay, and Dalian Bay have successively won the title of National Beautiful Bay.

Dalian will link up with the deployment of the "15th Five-Year Plan" and the requirements of the beautiful city construction tasks, explore the advantages in aspects such as the practice path of air pollution prevention and control in heavy-chemical industrial cities, marine ecological environment protection, the pattern of land-space development and protection, and biodiversity protection, explore a typical path for the construction of beautiful cities, and strive to build Dalian into a pilot area for beautiful cities with national competitiveness, influence, and demonstration power.
