To seize the opportunity of national policies and cultivate and expand the duty-free consumption format, recently, the Municipal Finance Bureau, together with the Municipal Bureau of Commerce, the Municipal Bureau of Culture and Tourism, the Municipal Port Office, Dalian Customs, the Municipal Taxation Bureau and other departments, issued the "Implementation Plan for Promoting the Development of the Duty-Free Economy in Dalian".

The main measures include: in terms of cultivating local brands, building a recommended database of domestic brands, supporting the establishment of a "Duty-Free Zone for Dalian Special Products" to help "Made in Dalian" expand the international market; in terms of industrial integration, through models such as "Duty-Free + Culture and Tourism" and "Duty-Free + Cruise", connecting cruise tourism, cultural experience and commercial consumption to form a coordinated development effect of culture and tourism, hotels, catering and shopping; in terms of improving the layout, accelerating the implementation of projects such as downtown duty-free shops and seaport duty-free shops to further enrich the duty-free consumption scenarios; in terms of improving service efficiency, promoting the model of "Online Reservation, Port Pick-up", optimizing tax-refund policy guidance and customs clearance services to effectively improve the shopping experience of passengers.

According to the report that Dalian is one of the cities with the most abundant duty-free shop qualifications in the country. There are various types of duty-free shops such as airport arrival and departure duty-free shops, downtown duty-free shops and ship-supply duty-free shops. The number of inbound tourists has exceeded the pre-pandemic level, and the duty-free economy has a good development foundation and practical experience.
