Dalian Border Inspection Facilitates the Dispatch of High-end Chinese Equipment to the “Belt and Road”

Recently, the Panama-flagged vessel “Zhongsheng” loaded with three large ship unloaders sailed away from Dalian Shiyang Heavy Industry Wharf and headed for Guinea, achieving a zero-breakthrough in the berthing of foreign-owned foreign-trade cargo ships at this wharf.


In July 2024, Dalian Shiyang Heavy Industry Wharf was officially opened, becoming an important fulcrum for regional equipment manufacturing exports and participation in the “Belt and Road” cooperation. As a specialized equipment export base, the wharf currently mainly exports port construction equipment such as ship loaders and unloaders and gantry cranes, with the market covering Southeast Asian and African countries. In the next few years, it will focus on expanding the export of ship sections and offshore engineering equipment modules and continue to promote cooperation with emerging markets such as Europe.


In view of the characteristics of large-tonnage ships for transporting large-scale equipment, complex loading and unloading processes, and high requirements for customs clearance timeliness, Dalian Border Inspection Station has innovatively implemented a “Three Specials” guarantee mechanism: opening a “special channel” to prioritize the pre-inspection procedures for ships, using the online declaration platform to complete the verification of ship information in advance, and simplifying the process through “online verification + pre-review in advance”; deploying “special personnel for guarantee” by assigning a duty team to implement “inspection upon arrival of the ship” and conducting full-process video monitoring of the loading operation to ensure “zero-delay” departure of the ship; establishing a “special mechanism” to cooperate with port units such as customs and maritime departments to optimize the joint inspection process and achieve seamless connection among ship operation, inspection and release, and safe departure from the port. The overall customs clearance efficiency has been improved by about 50%, effectively ensuring the scheduled departure of key equipment.
