Liaoning Provincial Health and Wellness Commission set up Liaoning Obstetrics and Gynecology Regional Medical Center in the First Affiliated Hospital of Dalian Medical University, Liaoning Children's Regional Medical Center in the Second Affiliated Hospital of Dalian Medical University, and Liaoning Children's and Obstetrics Regional Medical Center in Dalian Women and Children's Medical Center (Group) respectively, which marks the further enhancement of the radiation driving ability of children and obstetrics in Dalian in terms of medical technology, discipline construction and service capacity, and a new breakthrough in the high-quality development of public hospitals.

In recent years, the Municipal Health and Wellness Commission has stepped up the layout and construction of high-level hospitals. Accurately position the direction of "big comprehensive, strong specialty" and "big specialty, small comprehensive" in municipal hospitals, and promote differentiated development. Promote the construction of key specialties at multiple levels, and implement the "peak climbing plan" for key medical specialties. Carry out the construction of one hospital and multiple districts, integrate high-quality medical resources for women and children in the city, and set up Dalian Women and Children Medical Center (Group). In areas with relatively scarce medical resources, multi-hospital districts are planned and built. Jinpu Campus of the First Affiliated Hospital of Dalian Medical University, Puwan Campus of the Second Affiliated Hospital of Dalian Medical University, and Sports New City Campus of Xinhua Hospital Affiliated to Dalian University have successively opened clinics to achieve a balanced layout of high-quality medical resources. The regional medical center will play a leading role in regional radiation, drive the level of medical care, teaching, scientific research and preventive health care services for children and obstetrics in the region, promote the homogenization of medical services among regions, and provide quality medical services for children and women in Dalian and southern Liaoning. In addition, in 2024, the Liaoning Provincial Health Commission has identified the First Affiliated Hospital and the Second Hospital of Dalian Medical University as comprehensive regional medical centers in Liaoning Province.

In the future, based on the positioning of regional medical centers, hospitals in Dalian will deepen the service concept of "patient-centered", continuously optimize services, improve medical quality, continuously strengthen the diagnosis and treatment ability of difficult and severe diseases, deepen the intersection of medical work, promote the transformation of achievements, improve the graded diagnosis and treatment network, give full play to the leading role of regional radiation, and strive to achieve the goal of "minor illnesses don't leave the city and serious illnesses don't leave the province".
