Yesterday, at Dayaowan Port in Dalian, China Marine Fuel Dalian Co., Ltd. successfully filled 500 tons of domestic bonded green methanol for COSCO Shipping Yangpu, marking the official launch of the first bonded green methanol bunkering business for international sailing ships in Northeast China in Dalian, thus realizing the full connection of the green ship fuel supply chain in Northeast Asia.

At present, promoting green and low-carbon development has become a global consensus, and the shipping industry is ushering in a critical period of opportunities for green development. The Municipal Party Committee and the Municipal Government have deeply grasped this development trend and historical opportunity, resolutely implemented the strategic deployment of the Party Central Committee and the State Council on green and low-carbon development and high-level opening to the outside world, actively complied with the new development trend of the green and low-carbon shipping industry, and made every effort to create the series of green ship fuel products with Dalian's characteristics and advantages.

Green methanol is leading the global ship power clean revolution with its significant carbon reduction advantages and good application prospects. Relying on the superior green energy foundation, there are as many as 75 green methanol and green ammonia production projects under construction and planned in Northeast China, accounting for more than 80% of the national production capacity, and it is becoming the main production base of green ship fuel in the world. As Dalian Port has the ability to bond methanol fuel bunkering, Dalian will further improve the entire green methanol industry chain, accelerate the construction of a green ship fuel bunkering and transshipment center in Northeast Asia, enhance the function and competitiveness of Dalian Port, and use renewable resource advantages. Transform and promote the high-quality development of strategic emerging industries.

"COSCO Shipping Yangpu" is my country's first methanol dual-fuel powered container ship. The 500 tons of green methanol filled this time were all purchased from green methanol projects in Heilongjiang and Inner Mongolia. As the largest natural port in Northeast China, Dayaowan Port is responsible for 70% of foreign trade cargo transportation volume and more than 98% of foreign trade container transportation volume in Northeast China. Dalian successfully implemented bunkering this time, achieving a "zero breakthrough" in bonded bunkering of green marine fuel in Northeast Asia, forming a closed loop of the entire chain from production and transportation, bonded warehousing to bonded bunkering, opening up the "last mile" of the production and supply chain, and opening up the "Dalian path" for the internationalization of green energy.

In the process of business promotion, Dalian City gives full play to the role of Dalian Free Trade Zone in "testing systems, exploring new paths, and measuring pressure" for the country and its institutional innovation advantages, seizes the development opportunities of the green ship fuel market, and promotes the institutional openness of the green ship fuel field. Dalian Free Trade Zone, together with customs, maritime affairs, transportation, taxation, border inspection, foreign exchange, emergency response and Changxing Island Economic Development Zone and other relevant units, has formed a complete set of management experience of bonded green methanol filling, from production and transportation to warehousing filling. The whole process has obtained the International Sustainable Development and Carbon Certification (ISCC). Among them, Dalian Maritime Safety Administration has improved the pre-bunkering qualification filing and risk assessment, ensured that the bunkering ship "leaves straight and docks straight", coordinated the deployment of the law enforcement force of the "Haixun 0301" ship, and built a safety protection net for the bunkering operation. Dalian Customs allows bunkering enterprises to carry out the "superposition of two warehouse functions" of bonded warehouses and export supervision warehouses on a pilot basis. Methanol does not need to carry out actual tank dumping operations, which greatly reduces the operating costs of ship supply enterprises and improves ship supply efficiency. The Municipal Transportation Bureau promoted the upgrading of port terminals and supporting storage tanks, and completed the EU certification of green methanol storage tanks. Actively coordinate and solve the problem of incoming and berthing operations of bunkering ships and injecting ships, provide front-line services in the declaration and supervision of dangerous goods operations, and strengthen the supervision of methanol fuel loading. Changxing Island Economic Development Zone cooperates with the Provincial Department of Communications to vigorously coordinate the continuous refueling of injection ships and refueling ships, implement domestic green biomass methanol as refueling fuel, and play an important role in ensuring green ship fuel storage.

Standing at a new starting point, Dalian will continue to give full play to its advantages as a port hub and transshipment facilities, open up the channels of "transporting alcohol from the north to the south" and "transporting alcohol from the middle", continuously deepen pragmatic cooperation with COSCO Shipping, China Ship Fuel and other enterprises, and strive to attract more Green shipping-related enterprises gather in Dalian to promote exchanges and cooperation between the upstream and downstream of the industrial chain, and improve the ecology of the green shipping industrial chain of Dalian Port.
