On June 8th, on the occasion of the 17th World Ocean Day and the 18th National Ocean Publicity Day, the launching ceremony of the 9th Dalian International Ocean Culture Festival and the "Dream of Deep Blue Ocean Strong City Series of Science Popularization Activities" was held in Dalian Urban Planning Exhibition Center.

The event was jointly sponsored by China Oceanographic Society, Dalian Natural Resources Bureau, Dalian Maritime Safety Administration and other units, guided by the Propaganda Department of Dalian Municipal Committee of the Communist Party of China and other units, and hosted by Dalian Jinpu New District Marine Industry Development Promotion Association and other units, aiming at promoting the healthy and rapid development of Dalian's marine undertakings and implementing the strategic deployment of "a maritime power".

The launching ceremony kicked off in a splendid cultural program. The violin performance "Dalian Blue Night" brought by Ganjingzi District Children's Palace outlines the charming night of Dalian waterfront with melodious melody; The dance "Mermaid Blue Invitation" of Hongyan Primary School in Xigang District conveys the yearning for the ocean with smart dancing; Dalian Radio and Television Children's Choir sang "The Sea of Stars" and "The Man Living in the Heart", which sang the love for the ocean with clear children's voice, and won bursts of applause from the guests and audience.

A commendation ceremony for a series of activities in 2025 was also held at the event site. Student representatives who won the first prize in the primary and secondary school group of the 3rd Marine Science Popularization National Defense Knowledge Competition in Liaoning Province, representatives of Liaoning University, Dalian University, Dalian University of Technology and Dalian Maritime University who won the first prize in the university group, representatives who won the outstanding contribution to marine science popularization, and representatives of outstanding volunteers of Dalian Marine Culture Festival all took the stage to receive awards.
