It is learned from the Municipal Natural Resources Bureau that the "Dalian Wetland Protection Regulations" recently released will be officially implemented on June 1, 2025. The "Regulations" fully combine the actual situation of Dalian, add special clauses for the protection of coastal wetlands, and provide a strong legal guarantee for the sustainable development of wetland resources in Dalian.

According to reports, the total area of wetlands in Dalian is 245,500 hectares. There are various types of wetlands in Dalian, including 12 types such as forest swamps, river water surfaces and lake water surfaces. They are basically natural wetlands and rich in biodiversity. At present, there are three important wetlands in Dalian, among which the harbor seal habitat wetland in Dalian, Liaoning is an internationally important wetland, the Santai Town Wetland in Wafangdian, Dalian and the Yingna River Wetland in Xianrendong, Zhuanghe, Dalian are important wetlands in Liaoning Province.

In recent years, through the compilation of Dalian Wetland Protection and Development Plan (2021-2035), Dalian has further clarified the wetland base, promoted the graded management of wetlands, and continuously improved the level of wetland protection and management. The plan has been issued and implemented in October 2024. In order to further strengthen the management of wetland resources in Dalian, Dalian announced the "Dalian General Wetland List (First Batch)" in January 2025, covering 6 wetlands, including coastal tidal flats, reservoir water surfaces and other wetland types. It is planned to continue to publish the second batch of general wetland lists in the second half of 2025.

In order to promote the implementation of the Regulations and realize the high-quality development of wetland protection, in the next step, the Municipal Natural Resources Bureau will highlight the key points, and take various forms to strengthen study and extensive publicity in combination with the time nodes such as World Wetland Day, Bird Love Week and Cultural and Natural Heritage Day. Strengthen linkage to ensure that the implementation of the "Regulations" achieves practical results. Through the establishment of a joint meeting system for wetland protection, coordinate and solve major and controversial issues in wetland protection work; Organize wetland protection departments at the city and county levels to perform well in wetland protection, utilization, restoration and management according to the division of responsibilities, and form a work pattern of overall coordination, performing their duties and joint management. Comprehensively implement and promote the high-quality development of wetland protection. Guided by the "Dalian Wetland Protection Plan (2021-2035)" issued and implemented by the municipal government, we will standardize the management of general wetland occupation and rational utilization, and scientifically carry out wetland ecological protection and restoration. Carry out wetland law enforcement, supervision and inspection on a regular basis, severely crack down on illegal acts that destroy wetland resources, and make every effort to build a wetland ecological security barrier.
