Through measures such as strengthening organizational guarantee, targeted service empowerment, and strictly controlling data quality, Dalian Seed Industry Development Service Center has fully completed the statistical work of crop seed industry in 2025, and launched a series of actions to benefit farmers and assist enterprises during the critical period of spring ploughing, providing a foundation for spring ploughing. The center strictly meets the provincial requirements, establishes a hierarchical responsibility system, and refines the statistical tasks at the city and county levels to posts and people. Through logical verification, horizontal comparison and other means, a total of 8 seed industry management responsibility division tables, 42 basic statistical statements and 312 enterprise production and operation statements have been examined, forming a statistical table of crop variety promotion in the city and a list of key enterprises, thus realizing full coverage of key link data. At the same time, a "timely response" mechanism was established to provide "peer-to-peer" guidance to statisticians in districts, cities and counties and 39 seed enterprises to ensure 100% coverage of data reporting and provide solid support for the formulation of seed industry policies. In view of the technical problems such as the docking of big data platform of China's seed industry and the verification of approved varieties, the center has established a fast track of "feedback on the same day of problems and rectification on the same day" through three mechanisms: classified guidance, dynamic verification and accurate answering. For example, in view of high-frequency errors such as irregular filling of variety approval numbers and confusion of measurement units, the early warning prompts of the working group are used in advance to reduce the error rate from the source and ensure the accuracy of data reporting.

During the critical period of spring ploughing, the center takes popular science propaganda, technical training and enterprise service as the breakthrough point, and makes a service "combination boxing". Joint agricultural centers in agriculture-related districts, cities and counties, organize technicians to go deep into the fields, and guide farmers to purchase high-quality seeds that have been approved, introduced and filed by distributing leaflets and holding popular science collections, giving priority to the leading agricultural varieties in Liaoning Province and Dalian. In addition, the center went deep into Dalian Shenghong Seedling Co., Ltd. and other enterprises to provide on-the-spot guidance on the preparation of system documents, verification of inspection instruments and equipment, etc., radiating surrounding enterprises from point to area, and promoting the high-quality development of the seed industry.
