In accordance with the requirements of National Healthcare Security Administration's "Notice on Establishing a Medical Insurance Data Working Group to Better Empower the Development of Medical Institutions" and the relevant work arrangements of the Provincial Medical Insurance Bureau, the Dalian Municipal Medical Insurance Bureau recently held a medical insurance data orientation conference, introducing in detail the city's medical insurance in 2024. The management work situation and the main work plan for 2025 will be released around the operation of the fund, covering fund revenue and expenditure, number of visits, payment method reform, outpatient overall management and control system, etc., and conduct in-depth and thorough analysis.

The targeted release of Dalian medical insurance data has four characteristics: First, the data interpretation is intuitive and clear. It’s closely related to national and provincial urban statistical indicators, it helps medical insurance departments, medical institutions and all sectors of society comprehensively and deeply understand the connotation of medical insurance data. Second, the data is fine and penetrating. The evaluation index ranking of medical institutions of the same level was carried out, and the average cost of patient groups was subdivided into 14 items such as examination fees and operation fees, which provided a strong basis for DRG-paid designated medical institutions to carry out in-depth patient group analysis and optimize resource allocation. Third, data push is real-time and convenient. The medical insurance department sets up a "through train" for medical insurance data. The hospital can conveniently view the data through computers or mobile phones, accurately grasp its own operating status, horizontally compare the city's institutions, and then scientifically plan the development path. Fourth, data empowerment is accurate and efficient. Relying on the full-chain outpatient overall management and control system of "pre-reminder, in-process interception, and post-audit", the pre-supervision port guides medical institutions to standardize diagnosis and treatment behaviors and effectively guarantee the safety of funds.
