Recently, Dalian Municipal Health and Wellness Commission, Dalian Medical Security Bureau and Dalian Municipal Market Supervision Administration jointly issued the Notice on Guiding and Standardizing the High-quality Development of Social Medical Institutions (hereinafter referred to as the Notice), which will further guide and standardize the high-quality development of social medical institutions. Social medical institutions are an important part of the medical and health service system, and play an important role in meeting the multi-level and diversified health service needs of the people. In recent years, although the social medical institutions in Dalian have developed rapidly, there are some problems, such as low service capacity level and low utilization rate of hospital beds. There are shortcomings in medical technology, discipline level, service quality and brand reputation, which need to be further improved and promoted urgently.

The "Notice" mainly includes "convenient licensing, compliance guidelines, standardized law enforcement, credit empowerment" plus "licensing supervision linkage", that is, the "4 +1" high-quality development system. The first is to facilitate licensing and optimize access services. Through early intervention and front service, experts are invited to provide consultation, drawing review and demonstration services for social medical services free of charge. It’s necessary to constantly improve the "Guide to Doing Things without Looking for Relationships", continue to reduce materials, procedures, and time limits, promote "one thing at a time", and comprehensively improve the accuracy of government services. It’s necessary to further expand the scope of acceptance of medical institutions' examination and approval tolerance, further reduce the time limit for completing commitments, optimize the examination and approval process, improve the examination and approval efficiency, and create an efficient and convenient licensing system. The second is the compliance guidelines and rational allocation of resources. Through the "Guidelines for the Examination and Approval of Social Medical Institutions in Dalian", according to the abundant medical resources, relatively insufficient medical resources and weak medical resources, sub-regional and sub-specialty guidance is carried out to avoid redundant construction and waste of resources. Through the Guidelines for Supervision and Compliance in Medical Field in Dalian, 63 laws and regulations in the fields of health care, medical insurance and market supervision are integrated, legal responsibilities are listed for common illegal acts of medical institutions, and compliance suggestions are put forward, so that social medical institutions can fully understand legal responsibilities before opening a clinic and reduce the incidence of illegal acts. The third is to standardize law enforcement and improve supervision efficiency. By strengthening inter-departmental linkage, implementing online and offline joint inspections, optimizing "comprehensive inspection once", realizing "one inspection and comprehensive physical examination" and improving the effectiveness of supervision. By standardizing inspection measures, we will promote the "point-to-area" work method, and those who subjectively and intentionally violate the law will be severely punished and publicly exposed after repeated education, which will have the effect of "investigating and dealing with one clinic, shocking one area and rectifying one disctrict". Through the implementation of inclusive and prudent supervision, we will dynamically adjust and improve the "four lists" of no administrative punishment, lighter punishment, mitigated punishment and no administrative enforcement. The fourth is the credit empowerment to promote healthy development. We shall implement the Work Plan for Credit Empowerment of Medical Institutions in Dalian. Comprehensively, timely and accurately obtain the credit information of medical institutions from health care, medical insurance, market supervision and other government departments that manage medical institutions, carry out credit grading according to the four levels A, B, C and D, formulate classified supervision measures, and disclose the credit grading results to the public in a timely manner. For medical institutions with A-level credit evaluation, when implementing administrative licensing, they will provide priority handling, acceptance of vacancies, notification of commitments and other conveniences according to the actual situation. If the credit enhancement information is prominent, it can be linked with the medical insurance department and tilted in the annual liquidation and other work. The fifth is to optimize procedures and link licensing supervision. We shall implement the Guiding Opinions on Efficient Connection of Licensing Supervision of Social Medical Institutions in Dalian, establish and improve the linkage mechanism of social medical licensing supervision, further promote "doing one thing efficiently", realize information sharing and integrated supervision through "three medical linkage", realize the seamless connection between licensing and supervision processes, and comprehensively improve supervision efficiency.

In the next step, all regions and departments shall strictly implement the requirements of the Notice, publicize the Notice and the guidelines for setting up in each region, and ensure that social medical applicants fully understand the "4 +1" system documents and the layout of medical resources and various supervision and management policies in the region before applying for a license, fully understand market risks, and avoid losses caused by blind investment. All regions and departments shall put guiding and standardizing the high-quality development of social medical services in an important position, strengthen communication and coordination, cooperate closely, formulate or improve supporting measures in a timely manner, refine work measures, and ensure the full implementation of various policies.
