On March 18, the groundbreaking ceremony of the Taiping Bay Wind Power New Materials Manufacturing Project and the mobilization meeting for the resumption of key projects in the first quarter were held in the Taiping Bay Cooperation and Innovation Zone. In the first quarter of Taiping Bay, there were 24 key projects for starting or resumption, including new wind power material manufacturing, CNNC data center, bulk grain terminal, general terminal, port-adjacent cold chain, urban village reconstruction, sewage treatment plant, Liaoning Huadian heating and other projects.

The wind power new material manufacturing project started this time has a total investment of approximately 2 billion yuan, which is invested and constructed by Yunda Co., Ltd. and Zhaoyun New Energy Company. According to Chen Qi, Secretary of the Party Committee and Chairman of Yunda Co., Ltd., the project is divided into two phases. The first phase covers an area of approximately 210,000 square meters and is expected to be completed in June 2026. It will mainly build four large-megawatt blade production lines and supporting construction. After production plants, comprehensive office buildings, warehouses and other facilities can produce 200 sets of 150-meter large-megawatt wind power blades annually, helping Taiping Bay build a deep-sea wind power home port industrial park and promoting the clustering of Dalian's new energy industry chain.

With the start of construction of this new wind power material manufacturing project, Taiping Bay Wind Power Industrial Park has made another key step. The Taiping Bay Wind Power Industrial Park has a total planned area of about 200 hectares. It is based in Liaoning, facing the whole country, and radiating around the world. It strives to build a world-class high-end wind power equipment manufacturing base, focusing on the development of new energy strategies such as wind power, photovoltaics, new energy storage, and green fuels. In emerging industries, it has currently gathered a number of upstream and downstream enterprises in the wind power equipment industry chain such as wind power mainframes, tower pipe piles, wind power blades, and submarine cables. The entire industrial chain of the "four major parts" of wind power equipment has basically taken shape. Ma Jin, deputy general manager of the park management department of Taiping Bay Energy Investment and Development Company, said that the park would also actively support Dalian Heavy Industry's wind power equipment to go overseas, realize "made in Dalian and sold globally", and contribute to the domestic and international dual cycle of Liaoning equipment manufacturing.

The CNNC Innovation Cloud Computing Green Smart Data Center Park project, with a total investment of 2.2 billion yuan, which is invested and constructed by China Nuclear Industry Huaxing Construction Co., Ltd was also started this time. The first phase of the project covers an area of about 20,000 square meters, with a construction area of 23,500 square meters. It mainly builds data centers, power centers and other buildings. After completion, it can provide 8KW racks for more than 2,000 units. The first phase of the project is expected to be completed in December 2025. It will build a first-class green smart data center in China and help Taiping Bay form an industrial cluster with the digital economy as its core.
