On October 11th, the Traffic Management Detachment of Dalian Public Security Bureau issued a notice on announcing the location of traffic technology monitoring equipment.

In order to strengthen road traffic safety management, in accordance with the relevant requirements of the Administrative Punishment Law of the People's Republic of China, the Road Traffic Safety Law of the People's Republic of China and other laws and regulations, the Traffic Management Detachment of the Dalian Municipal Public Security Bureau will start from 00:00 on October 20, 2025. Traffic technology monitoring equipment will be activated on some roads to capture illegal activities. It includes the following:

When driving a motor vehicle through an intersection, it does not follow the instructions of traffic lights;

When a motor vehicle passes through a light-controlled intersection, it does not enter the guide lane in the required direction of travel;

Driving a motor vehicle in the opposite direction on roads other than expressways and urban expressways;

When driving a motor vehicle on a road other than the expressway, the driver fails to use the seat belt as required;

Dialing or answering handheld phones while driving; Parking in places where parking and temporary parking of motor vehicles are prohibited, and the driver is not at the scene or refuses to leave immediately although he is at the scene, and the illegal acts that hinder the passage of other vehicles and pedestrians are captured. Traffic participants are requested to consciously abide by road traffic safety laws and regulations.
