It was learned from Dalian Customs that recently, the exclusive account book of "bonded aviation fuel" of Dalian Branch of China Aviation Fuel Group Co., Ltd. was officially opened, and the smart aviation fuel system was successfully put into operation, marking the new bonded supervision mode of aircraft fuel supply launched by the General Administration of Customs. It officially landed in Dalian.

It is reported that under the new mode of bonded supervision of aircraft fuel supply, bonded fuel and non-bonded fuel can be mixed and stored in the enterprise's own storage facilities, and enterprises do not need to apply for the establishment of special bonded warehouses and export supervision warehouses. This model breaks through the blocking point that the storage of bonded goods and non-bonded goods needs to be physically isolated, which will improve the utilization rate of enterprise storage facilities and reduce the operating costs of enterprises.

At the same time, under this mode, the import and export of bonded aviation fuel, storage tank inventory, nuclear injection list and other contents are integrated, and a more efficient and transparent information supervision system is built by means of the exclusive account book of "bonded aviation fuel" and the new system of "smart aviation fuel".

According to the relevant person in charge of Dalian Zhoushuizi Airport Customs, the customs can track the "entry, exit, transfer and storage" of fuel in real time by using big data analysis and intelligent monitoring platform, implement "non-interference" supervision, and simplify the enterprise declaration process. It is expected that the customs clearance time of goods will be reduced by 50%, effectively improving the supervision efficiency of bonded aviation fuel, and attracting more international aviation businesses to Dalian.

According to statistics, in the first 11 months of 2024, Dalian Zhoushuizi Airport Customs has supervised 4,686 international flights to be filled with bonded jet fuel, with a refueling volume of 28,346.5 tons, a year-on-year increase of 97.8% and 83.4% respectively.
