Xiong Maoping emphasized that party committees at all levels should strengthen their overall leadership over the work of people's congresses, vigorously support and guarantee people's congresses at all levels and their standing committees to perform their duties in accordance with the law, and effectively transform the institutional advantages of people's congresses into governance efficiency. People's congresses at all levels and their standing committees should firmly grasp the positioning of the "four organs", comprehensively strengthen self-construction, conscientiously perform their functions and powers such as legislation, supervision, decision-making, appointment and dismissal, and comprehensively improve the quality and level of the work of people's congresses. "One government, one committee and two houses" should actively and consciously accept the supervision of the National People's Congress and its Standing Committee, strictly implement the resolutions and decisions of the National People's Congress, do a solid job in the proposals of the National People's Congress deputies, and constantly improve the level of administration according to law, supervision according to law and fair justice. When presiding over, Wang Qiyao emphasized that people's congresses at all levels in the city, their standing committees, and all deputies to the National People's Congress must thoroughly study and implement Xi's important thoughts on upholding and improving the People's Congress system, and fully implement the 20th National Congress of the Communist Party of China and the Second Central Committee of the 20th Central Committee. For the first time, the Congress established and adopted the feedback mechanism of delegates' deliberation opinions, gave immediate feedback on the key deliberation opinions put forward by delegates, and put responsibility to the people and satisfaction of delegates into action. The General Assembly confirmed 6 deputies' bills and received 439 deputies' suggestions. The Standing Committee of the Municipal People's Congress and the "one government and two houses" should seriously handle the deputies' bills and suggestions, so that everything is implemented and everything is echoed, and people's sense of happiness and security is constantly enhanced. After the approval of the Standing Committee of the Provincial People's Congress, the Decision of Dalian Municipal People's Congress on Amending the Legislative Regulations of Dalian Municipal People's Congress and its Standing Committee voted by the General Assembly should thoroughly study and implement it, do a good job in publicity and interpretation, comprehensively promote the implementation of the regulations, and effectively promote the high-quality development of local legislation in our city.
