Dalian Heating Group

1. Pay the heating fee

Main payment methods: Users who have not stopped paying, have no arrears, and have applied for a card, please bring their "heating payment card" and cash to the nearest bank (Industrial and Commercial Bank of China, China Construction Bank, Shanghai Pudong Development Bank, among which CCB toll sites are detailed in our company's WeChat official account) counter or pay the heating fee through online banking, mobile banking, WeChat, and Alipay.

● WeChat payment process: Log in to WeChat → click "I" → "Service" → "Living Payment" → select the city "Dalian" → "Heating Fee" → "Dalian Heating Group Co., Ltd." → enter the payment account number → "I have read and agreed" → "Next" → click "Pay Now" after checking the account name, account number, payment unit and amount, and the payment is completed.

● Alipay payment process: Log in to Alipay → click "Living Payment" → "Heating Fee" → select the city "Dalian" → "Dalian Heating Group Co., Ltd." → enter "User Card Number" → "Agree to Alipay Living Payment Agreement" → select "Grouping" → "Next" Check the amount payable, payment unit, payment account number and account name, and then click "Pay Now" to complete the payment.

Other payment methods: Users who pay heating fees with transfer checks, users who pay unpaid heating fees, and users who restore heating must go to the toll station affiliated to Dalian Heating Group to pay fees or handle business.

When paying the fee, please bring the original ownership certificate such as House Property Rights Certificate or Use Right Certificate and the original ID card of the property owner.

Payment time: from now until November 4, 2024.

2. Handle other heating businesses

Card collection and activation: Dalian Heating Group continues to issue payment cards for heating users and scan them to activate them. For users who have not yet received the Heating Payment Card or have not activated it, please bring the original ownership certificate such as the House Property Rights Certificate or the Use Right Certificate and the original ID card of the property owner to the toll station to collect the card and handle the activation business.

Suspension of supply and re-supply: Please bring the original ownership certificates such as the Agreement on Suspension of Heat Use, the Housing Property Certificate or the Certificate of Use Right, and the original ID card of the property owner to the toll station to handle.

Deadline for handling the suspension of users:

Online payment and invoice issuance: After the user successfully pays through WeChat, Alipay, online banking, mobile banking and other channels, please bring the payment screenshot of "payment card number, name and other information" to the toll station to issue an invoice or search for "Dalian Heating Group Service Number" in WeChat to pay attention, and handle invoice business on this WeChat official account: Select "Business Processing" → "Service Hall" → "Apply for Invoice", and then submit relevant information to handle it (users who pay in cash at toll stations can only exchange invoices at toll stations, not online).

The handling of supply suspension and payment services will be fully launched at 8:30 am on September 23, 2024.

1. Time, place and method of suspension of supply business

Time

The processing time is from 8:30 on September 23rd, of which the processing time of business outlets is from 8:30 to 16:30 every day (no rest on holidays). "Huaneng Dalian Heating" WeChat WeChat official account accepts online suspension applications 24 hours a day.

Cutoff time

For users who are not separated from households, the deadline for the suspension of supply is October 10th.

For users who have been divided into households, the deadline for suspension of supply is October 25th.

2. Handle the suspension of supply

From September 1st to October 25th (please handle the suspension business before the deadline stipulated in the latest "Dalian Heating Regulations". If it is overdue, it will not be possible to handle the suspension of the current year). Users who have stopped the heating supply in the previous year and still need to stop the heating supply this year do not need to apply repeatedly.

How to handle online supply suspension: Please read the related articles on "Supply Suspension Process" published on the WeChat official account of "Dalian Runneng Thermal Power Co., Ltd." in detail, and follow the process.

How to handle offline supply stop: Please bring the original title certificate and the owner's ID card (the agent needs the ID card of the agent) to the heating charging office next to the southwest gate post of Runze Garden, Quanshui A4 District to go through the supply stop formalities.

According to the "Dalian Heating Regulations", users who used heat last year and need to handle it this year but fail to stop the supply within the time limit will incur corresponding heating fees.

3. Invoice collection

Please bring the payment certificate (WeChat official account payment record, bank receipt, receipt) to the southwest gate post of Runze Garden, Area A4, Quanshui, and exchange the electronic invoice at the heating charging office. Since October is the peak charging period, the average waiting time for exchanging invoices is about 1.5 hours. In order to save time, please exchange tickets at the wrong peak. The deadline for exchanging invoices is December 25, 2024.

4. Restore heat

Users who did not use heat in the previous heating year and need to use heat this year need to pay the heating fee before October 20th (both online and offline payment is acceptable).

Note: Due to the suspension of supply in previous years, there is a risk of water leakage in the indoor heating pipelines of heating users. In order to avoid economic losses, maintenance technicians generally don't rashly take over heating. It is suggested that after paying the heating fee, the heating users should register the room information and contact information through the "name change and transfer" business of WeChat official account, so that the maintenance master can contact in time and resume heating.
