Building a unified national market with high efficiency, standardization, fair competition and full openness is the basic support for building a new development paradigm and an important guarantee for promoting high-quality economic development. To speed up our city's service and integration into the national unified market, the Municipal Development and Reform Commission and the Municipal Market Supervision Bureau jointly issued specific implementation plans and recent measures, and put forward 21 work measures in six aspects: accelerating the elimination of local protection and market segmentation, improving the basic system of market economy, promoting high-standard connectivity of market facilities, promoting the development of unified factor and resource markets, building a high-level unified commodity and service market, and accelerating the improvement of modern market supervision. The Municipal Development and Reform Commission organized various municipal departments to sort out and investigate the regulations and practices in this field that hinder the construction of a unified national market, strive to maintain the fair competition order in the market, continuously optimize the business environment, and constantly stimulate the vitality of various market players.

The Municipal Market Supervision Bureau will promote "doing one thing efficiently" and let business entities "run less errands without delay". As an important starting point to improve the efficiency of government services, it will make every effort to build the service chain of the whole life cycle of enterprises around all links of "access, quasi-operation and exit" of enterprises. Through "small incision", the efficiency of administrative examination and approval is "greatly improved".
Integrate services and reduce the approval time limit. In the province, it is the first to realize "one thing at a time when opening a pharmacy". Enterprises submit materials once, and supervisors go to the site once, so that all licenses such as drug (retail) business and medical device licenses can be completed at one time. At present, we are promoting more scenarios such as "opening a restaurant", "changing enterprise information" and "canceling the registration of enterprises" to realize "one thing at a time"; All 61 government service items related to market supervision are included in the list of public "sun rights" compliance guidelines. Business entities only need to scan the QR code to make the service items easy to read and understand through PPT explanations and short video demonstrations; Take measures such as early intervention and informing of commitments, so as to reduce the handling of government services in the office to less than 40% of the statutory examination and approval time limit.
Parallel examination and approval, optimizing the exit mechanism. It took the lead in promulgating the "Implementation Measures for the Filing of Business Entities in Dalian" in the province, and serving the business entities to go out of business to accumulate strength. The scope of simple cancellation is extended to enterprise branches and unlisted joint stock limited companies. Strengthen data sharing among departments, promote general cancellation services such as cancellation of business entities, cancellation of social security, cancellation of official seals, cancellation of provident fund, etc. from "series" to "parallel", and realize online, one-time and efficient handling of multiple cancellation businesses.
Deepen the reform of cross-border trade facilitation

This year is the second year that our city has participated in the national special action pilot to promote cross-border trade facilitation. Focusing on "improving efficiency, promoting convenience, strengthening wisdom and improving enterprise satisfaction", our city has introduced 35 reform and upgrading measures in six aspects to create an "upgraded version" of the port business environment.
Comprehensively improve the customs clearance efficiency of import and export goods. Since the beginning of this year, the overall average customs clearance time of import and export goods at Dalian Port has basically remained at around 30 hours and 0.7 hours. The maritime department implements a new mode of remote supervision of ship pollution prevention operations without boarding, and the border inspection department comprehensively provides 7 × 24-hour border inspection and customs clearance guarantee.
Promote the trade convenience of new kinetic energy industries of foreign trade. Dalian Customs helps build a bulk commodity trade cluster, serves the development of the shipping industry throughout its life cycle, optimizes and innovates the aquatic product supervision system, and supports the expansion and strengthening of bulk cargo aquatic products distribution center trade. The maritime department has improved its safety management and control ability for the maritime transportation of "three new kinds" of goods, optimized law enforcement processes and standards, opened a "green channel", and reduced the declaration and processing time of enterprises.
Strengthen the level of port informatization and intelligence. Taking the "single window" of international trade as the digital base, the port office of the municipal government has built a project construction framework of "one platform, five wisdom and multiple scenarios", focusing on five major areas: smart supervision, smart government affairs, smart logistics, smart finance and smart cross-border trade, and providing enterprises with full chain services of cross-border trade.
Standardize import and export taxes and fees. At present, 96 enterprises in 6 categories in our city have publicized the charging items, service contents and charging standards in the single window of China (Liaoning) international trade, and the port charges are more sunny and transparent.
Focus on corporate concerns and promote customs clearance convenience
Dalian Customs focused on the concerns of market players, formulated the "1 +1 +8" working mechanism to optimize the business environment and 41 measures to promote cross-border trade facilitation, continuously improved the accuracy of supervision, accelerated customs clearance, expanded the convenience of benefiting enterprises, and pushed the business environment of our city to a new level.
Continue to deepen business reform and strive to facilitate customs clearance. Shenyang Customs jointly promoted the conditional removal of imported bulbs across directly affiliated customs areas. In the first seven months of this year, 40,462,100 imported lily bulbs were supervised, a year-on-year increase of 241.36%, and the average customs clearance time was shortened by 17 days, saving about 880,000 yuan for enterprises.
Innovate the supervision service model and support the upgrading of industries. Innovate and create a new model of "single quantity and single cutting + intelligent supervision" to help garment enterprises reduce the average order delivery cycle of "high-end customization" by 70%. In the first seven months of this year, the export of "customized" clothing was 520 million yuan, a year-on-year increase of 5.3%.
Make every effort to promote the "active disclosure" system and fault-tolerant mechanism, and release the active disclosure dividend by broadening the reporting channels, increasing the acceptance departments, and carrying out a series of measures such as policy publicity, thus forming a win-win situation of improving the level of customs supervision, improving the self-discipline ability of enterprises, and social condominium. In the first seven months of this year, a total of 92 voluntary disclosure reports were accepted, a year-on-year increase of 35.82%.

Measures to promote water supply service reform have achieved practical results
Focusing on the task requirements of the "Version 5.0 Improvement Plan" for the business environment of our city, the Municipal Water Group launched the version 4.0 improvement plan for optimizing the water business environment around the upgrade of water supply micro-services and service micro-scenarios, and deployed and implemented 41 service reform measures to achieve practical results.
Actively cooperate with power supply companies, China Resources Gas and other units to unify the one-stop service process for water and electricity access, implement online parallel connection and offline joint office linkage mechanisms, and realize "one-form application, joint reconnaissance, parallel inspection, linkage service, one-time access" to create the first model of "accomplishing one thing efficiently" for water and electricity installation in Northeast China; Carry out the action of water supply representatives entering the community, organize 80 water supply representatives to directly connect with 25 streets, 219 communities and 136 large enterprises, respond to the daily water service needs of enterprises, and gradually expand the grid-based ubiquitous service circle of water supply; Join hands with the power supply company and China Resources Gas to create the Xigang Demonstration Zone of water and electricity grid collaborative service in our city, complete the grid construction of 5 streets and 49 communities in Xigang District, and the presence of representatives from three parties of water and electricity, and carry out normal grid collaborative services; Pilot water regime analysis services were carried out in some areas of Ganjingzi District, and water regime monitoring conditions were actively shared to help enterprises with high water consumption rationally plan water use and reduce operating costs.

Promote the implementation of one-stop joint newspaper installation of water, electricity and information. Dalian China Resources Gas Co., Ltd. makes full use of the joint application window of the administrative service hall offline, and implements the service mode of "one form application, one window acceptance"; Relying on the online construction project approval management system, it provides convenient online declaration, inquiry and other services to further improve the efficiency of public services. By implementing parallel examination and approval, optimizing examination and approval procedures and other measures, the enterprise has achieved remarkable results in improving the efficiency of public services, reducing costs and optimizing the business environment, effectively solving the problems of multi-head running and repeated submission of materials. For example, Dalian China Resources Zhidonggang Ruifu project, through joint application and installation, the approval process has been streamlined from the original 12 links to 7, achieving rapid approval.
