In order to further implement the relevant provisions of the Civil Code of the People's Republic of China on the right of residence, meet the needs of the broad masses of the people for the registration of the right of residence, and protect the legitimate rights and interests of the right of residence holders, Dalian Real Estate Registration Center actively promotes the registration of the right of residence, which has been officially launched.

Scope of handling: Within the four districts of our city (Zhongshan, Xigang, Shahekou and Ganjingzi), natural persons have registered the right to use state-owned construction land and house ownership, and the registered purpose is residential (including apartments with a land life of 70 years), and the right of residence can be set according to law. Under any of the following circumstances, the parties concerned may apply for registration of the right of residence: (1) The owner of the real estate and the right of residence are relatives, and the right of residence is established according to the contract; (2) Established according to a will; (3) Obtaining the right of residence according to effective legal documents such as the people's court.

The registered purpose of the house is non-residential or the land life is 40 years apartments, affordable housing, shared property housing and other affordable housing, as well as other housing with rights restrictions, are not within the scope of processing.

Handling method: The applicant applies for registration of residence right through the service window of the real estate registration hall.

Time limit for processing: 3 working days for the first registration and change registration of residence right; The cancellation of registration will be completed immediately.

Charging standard: 80 yuan/piece for the first registration of residence right; There is no charge for change and deregistration.
