Changxing Island Hengli New Material Science and Technology Industrial Park project is a key project of our city, and it is also a key project of extending, supplementing and strengthening the chain of our city's petrochemical industry. After Hengli Petrochemical Science and Technology Industrial Park is officially put into operation, it will produce as many as 43 kinds of Class 3 and Class 8 dangerous goods of about 140,000 tons every year. If traditional tanker trucks are used for land transportation, there will be natural defects such as high cost and high risk. It was learned from Dalian Maritime Safety Administration that in order to reduce the operating costs and safety risks of enterprises, Dalian Maritime Safety Administration intervened in advance, took the initiative to provide services, and introduced the "eight dangerous measures" service measures, which are expected to reduce the logistics cost of enterprises by about 42 million yuan every year.

According to reports, Dalian Maritime Safety Administration takes the special rectification work on the safety of dangerous goods carried by ships as the starting point. Strictly implement the relevant requirements of the Maritime Safety Administration of the Ministry of Transport, Liaoning Maritime Safety Administration and Dalian Maritime Safety Administration, conduct 8 investigations and studies in the front line of the dock, participate in 5 seminars, and set up a research group, adhere to the problem orientation, follow up and study relevant international conventions, actively declare the science and technology projects of Liaoning Maritime Safety Administration, and rely on Dalian Dangerous Goods Transport Research Center. Comprehensively straighten out the relationship between shipping elements such as "people, ships, cargo, environment and management". The "Eight Dangerous Articles" were issued, which made specific requirements from eight aspects, including ship fitness inspection, port operation license and station setting, correct transportation name of dangerous goods, evaluation and classification identification of unlisted goods, tank inspection, stowage isolation, cargo marking and "two members" management, to help enterprises get through the offshore tank transportation line of dangerous goods.

After the implementation of this measure, each ton of goods transported by sea will save RMB 300 yuan compared with land transportation. It is expected to help enterprises shorten the waiting time of ships at port by 1,600 hours every year, and reduce the logistics cost of enterprises by about 42 million yuan every year.

In the next step, Dalian Maritime Safety Administration will continue to do a good job in the safety supervision of dangerous goods carried by ships, fully guarantee the construction and commissioning of Hengli Petrochemical Science and Technology Industrial Park project, vigorously promote the regional refined industry to become bigger and stronger, help create a new situation of "second entrepreneurship and take-off again" in Changxing Island, and make greater contributions to Dalian's three-year action of building an international shipping center and an international logistics center in Northeast Asia and comprehensively revitalizing new breakthroughs.
