It was learned from Dalian Customs that recently, the "Goodyear Cooper Tire Enterprise Group" applied by Dalian Goodyear Tire Co., Ltd. completed the customs filing and was approved to carry out the "cross-customs enterprise group processing trade" business. The first batch of 150 tons of bonded materials such as natural rubber and butadiene rubber sheets were loaded and sent to Qingdao Greida Rubber Co., Ltd. for outsourcing processing business. This is the first cross-customs enterprise group in Liaoning Province with local enterprises as the lead unit.

According to Dalian Customs, the processing trade supervision mode of enterprise group refers to the processing trade supervision mode implemented by the customs, which takes "enterprise group" as the unit, takes the actual needs of enterprise group as the guide, and implements overall supervision of enterprise group. The cross-customs enterprise group model extends the scope of "enterprise group" to the whole country, and is no longer limited to a directly affiliated customs area. All kinds of bonded materials and non-priced equipment for processing trade can circulate freely among group enterprises belonging to different customs areas according to actual needs, without reporting to the customs.

The relevant person in charge of Goodyear's import, export and warehousing in China said that the group has factories in Dalian, Qingdao and Kunshan, which belong to the same group company in operation and management, and their business dealings with each other are very close. The group has the outsourcing processing business of bonded materials every day, with a monthly shipment volume of about 5,000 tons.

Jinpu Customs learned that the output value of Goodyear's Dalian factory accounts for two-thirds of the total output of the group in China, and it often encounters a shortage of materials and other domestic factories. In addition, some processing links need the assistance of foreign factories, and bonded materials and parts are frequently exchanged between factories. Therefore, the processing trade policy of cross-customs enterprise group meets the actual needs of the enterprise. In order to help enterprises carry out the pilot project of processing trade of enterprise groups as soon as possible, Dalian Customs understands the business conditions of enterprises, guides and helps them to establish and improve internal management norms, and at the same time formulates supporting supervision mechanisms to ensure the smooth implementation of policies.

Under the new model, the three companies under the group can transfer shortage and surplus raw materials to each other. The relevant person in charge of the enterprise said that in the past, it was necessary to pay the bonded materials first, and then exchange raw materials between enterprises through domestic trade, which was costly, time-consuming and laborious. Now the main raw materials of the group can be freely circulated in a bonded state. In addition, in terms of inventory management, the three companies can centrally manage inventory as a whole, which is conducive to reducing inventory days and saving cash flow.
