According to the relevant person in charge of the Municipal Medical Insurance Bureau, a few days ago, the General Office of the State Council announced the Guiding Opinions on Improving the Long-term Mechanism of Basic Medical Insurance Participation (hereinafter referred to as the Opinions). The Opinions deployed a number of new measures to participate in insurance, among which, in order to improve the financing policy and expand the scope of mutual assistance of employees' medical insurance personal accounts, the Opinions clearly stated that employees' medical insurance personal accounts were supported to pay the individual contributions of close relatives of insured persons to participate in residents' medical insurance. Close relatives refer to spouses, parents, children, brothers and sisters, grandparents, grandparents, grandchildren and grandchildren as stipulated in the Civil Code of the People's Republic of China.

In order to actively implement the requirements of the "Opinions", the Municipal Medical Insurance Bureau and the Municipal Taxation Bureau took the lead in opening an employee medical insurance account in the province to pay residents' medical insurance premiums for close relatives, and realized the whole process of online self-service processing, that is, applying and enjoying without running errands. Elderly groups who are inconvenient to use mobile phones can also go to the nearest medical insurance department to handle it offline. The online processing process is as follows:

Step 1: Binding the Masonic Relationship

The authorized person and the user (the authorized person refers to the insured person himself, and the user refers to the close relatives of the insured person, the same below) must be the insured persons of our city's basic medical insurance, among which the authorized person is the insured persons of our city's employee medical insurance, and the user is the insured persons of our city's urban and rural residents' medical insurance.

The authorized person logs in to the "WeChat official account of Dalian Medical Insurance Bureau", enters the "Service Hall", and binds the mutual aid relationship of close relatives at the "mutual aid account" function point in business processing.

Warm reminder: Authorizers and users who have successfully handled the binding of mutual aid accounts before can skip this step and go directly to the business of paying premiums through individual accounts.

Step 2: Pay premiums through individual accounts

(1) The employee insured person (authorized person) pays the fee for the operation of close relatives

The authorized person chooses the payment method of "medical insurance personal account" to pay for the user. If the payment conditions are met, the premium will be withheld directly from the authorized person's medical insurance personal account. The authorized person can view the payment information through the "Natural Person Social Security Payment Mini Program"; The authorized person can check the expenditure of medical insurance personal account through the "Expenditure Record" query function of "WeChat official account of Dalian Medical Insurance Bureau".

(2) Close relatives (users) use the mutual aid account to operate and pay fees themselves

If the user chooses the payment method of "medical insurance personal account" and pays his medical insurance premium for urban and rural residents. If the payment conditions are met, according to the mutual aid account relationship bound by the user, the premium will be withheld from the account of the authorized person with the largest balance in the medical insurance personal account. Users can view payment information through the "Natural Person Social Security Payment Mini Program"; The authorized person can check the expenditure of medical insurance personal account through the "Expenditure Record" query function of "WeChat official account of Dalian Medical Insurance Bureau".

Warm reminder: As long as the balance of the medical insurance personal account of the authorizer of the mutual aid account is enough to pay the medical insurance premiums of urban and rural residents for close relatives, when the system withholds the premiums to be paid from the personal account balance, the payment records will be synchronized to the relatives' insured accounts in real time, and the relatives will complete the premium payment of residents' medical insurance.
