Yesterday, we learned from the Municipal Medical Insurance Bureau and the Municipal Taxation Bureau that the medical insurance payment work for urban and rural residents in Dalian will begin in 2025. The basic medical insurance for urban and rural residents adopts a fixed financing mode that combines financial subsidies with individual contributions. In recent years, the state has continuously increased financial input, simultaneously improved the level of individual contributions, dynamically adjusted the level of financing, and continuously optimized the financing structure.

According to the relevant person in charge of the Municipal Medical Insurance Bureau, on August 19, 2024, the National Healthcare Security Administration, the Ministry of Finance and the State Administration of Taxation issued the "Notice on Doing a Good Job in Basic Medical Security for Urban and Rural Residents in 2024" (Medical Insurance Fa [2024] No. 19), which clearly requires that in 2024, finance at all levels will continue to increase subsidies for residents' medical insurance participation and payment. At the same time, the increase of residents' individual contributions will be appropriately reduced, and financial subsidies and individual payment standards will increase by 30 yuan and 20 yuan respectively compared with the previous year. This is the first time since 2016 that the increase of individual contributions has been lower than the increase of financial subsidies. According to the requirements of national documents, the financial subsidy standard and individual payment standard of basic medical insurance for urban and rural residents in our city have been determined.

Regarding the financial subsidy standard, in 2024, the financial subsidy for basic medical insurance for urban and rural residents in our city will be increased by 30 yuan based on the previous year, reaching 730 yuan/person. Regarding the individual payment standard, in 2025, the individual payment standard of basic medical insurance for urban and rural residents in our city will be increased by 20 yuan on the basis of the previous year, 400 yuan/person for minors and college students, and 460 yuan/person for adult residents. College students can pay individual payment in bulk according to the academic system when they enter school. If the individual payment standard is adjusted during the bulk payment period, the individual will not make up the payment. Regarding the subsidy standard, our city continues to implement the policy of classified subsidy and insurance for the needy, and the individual contributions of subsistence allowances, extremely poor people and orphans (including unaccompanied children in fact) are fully subsidized by the finance; 60% of the individual contributions of marginal family members of the subsistence allowance are subsidized by the finance.

It should be noted that after participating in the basic medical insurance for urban and rural residents, you can additionally qualify for critical illness insurance for urban and rural residents without paying additional fees, and enjoy the dual protection benefits of basic medical insurance and critical illness insurance.

In 2025, the collection and payment time of basic medical insurance premiums for urban and rural residents in Dalian will be set according to groups of people. The specific arrangements are as follows: The centralized payment period for adult residents and minor residents insured in communities or village groups is from October 10, 2024 to 2024 December 25; The centralized payment period for primary and secondary school students is from October 15, 2024 to December 25, 2024; The centralized payment period for college students is from October 19, 2024 to December 25, 2024. Pay the premium for 2025 in advance during the centralized payment period, and enjoy medical insurance benefits from January 1 to December 31, 2025; If the insurance is not paid during the centralized payment period, a waiting period for treatment after insurance will be set.
