On September 12th, the expert review meeting of the Chemical Industry Park Working Committee of China Petroleum and Chemical Industry Federation passed the review, and Dalian Changxing Island (Xizhong Island) Petrochemical Industry Base was listed in the List of Smart Chemical Industry Parks.

In 2014, the Master Development Plan of Dalian Changxing Island (Xizhong Island) Petrochemical Industry Base was approved by the National Development and Reform Commission, and Dalian Changxing Island (Xizhong Island) Petrochemical Industry Base officially became one of the seven petrochemical industry bases in China, and was entrusted with the mission of "building a world-class petrochemical industry base, building an important platform for the transformation and upgrading of petrochemical industry in Liaoning and even Northeast China, and promoting the sustainable and healthy development of petrochemical industry in Bohai Rim Region". The planned total area of the base is 110 square kilometers, including Changxing Island and Xizhong Island. Among them, Xizhong Island is the core area of the base with a planned total area of 95 square kilometers. At present, the base is accelerating the promotion of PetroChina's 10 million tons oil refining +1.2 million tons ethylene project with a total investment of nearly 70 billion yuan and the downstream fine chemicals and new materials industry chain cooperation project with a total investment of more than 45 billion yuan.

Under the guidance of China Petroleum and Chemical Industry Federation, the base started intelligent construction in 2020, and built six business segments: intelligent environmental protection, intelligent emergency, intelligent safety, closed management, comprehensive operation and OA office. Experts believe that Dalian Changxing Island (Xizhong Island) Petrochemical Base has established an integrated information management platform for safety, environmental protection, emergency rescue and public services according to the "Guidelines for the Construction of Smart Chemical Industry Park", realizing information sharing and coordination among various functional departments. Linkage, as well as system docking and information exchange and sharing with higher-level departments and enterprises; In terms of safety and environmental protection wisdom supervision, the park has established a relatively complete supervision system, which can realize the closed loop of major hazard alarm disposal and hidden danger investigation; In the aspect of intelligent emergency response, the main line of management is to move forward risk management and control, and it has the refined management ability of emergency preparedness. Yang Ting, Secretary-General of Sinopec Federation, said that Dalian Changxing Island (Xizhong Island) Petrochemical Base passed the expert review and was listed in the List of Smart Chemical Industry Parks, which will play an important leading role in building a petrochemical industry demonstration base in Northeast China.
