Dalian Municipal Party Committee and Municipal Government attach great importance to and actively promote the construction of municipal production-education consortia, thoroughly implement the Opinions on Deepening the Reform of Modern Vocational Education System issued by the General Office of the CPC Central Committee and the General Office of the State Council, give full play to the role of government co-ordination, industrial aggregation, enterprise traction and school main body, and build a group of municipal production-education consortia with the functions of personnel training, innovation and entrepreneurship and promoting the high-quality development of industrial economy based on industrial parks. The Municipal Education Bureau set up a special work class, led by Jinpu New District Management Committee, Dalian Vocational and Technical College and Dalian Machine Tool Co., Ltd., a general technology group. By tapping the advantages of regional industries, evaluating the trend of talent demand, identifying the high points of industrial innovation and entrepreneurship and the difficulties of industry development, the city-wide production and education consortium of Dalian Jinpu New District (Dalian Economic and Technological Development Zone) was established in conjunction with 4 higher vocational colleges, 6 undergraduate colleges, 7 secondary vocational schools, 7 scientific research institutions and 25 key enterprises in the region.

In the next step, the municipal production-education consortium in Jinpu New District of Dalian (Dalian Economic and Technological Development Zone) will link the government, universities, enterprises and scientific research institutions, face key industries such as equipment manufacturing, new energy and digital economy, and build a national production-education integration training base on the platform of Dalian Vocational and Technical College and Dalian Machine Tool of General Technology Group. Members of government, school and enterprise research give full play to their advantages in policy, talents, technology, capital and management, and build a high-level research-based R&D platform.
