On December 27th, the comprehensive building project of the newly-built Biosafety Level III Laboratory (hereinafter referred to as "P3 Laboratory") of Dalian CDC officially started construction. Dalian, as a port city with high risk of public health, has special geographical location, complex people flow and logistics, and high risk of cross-border spread of epidemic situation. P3 Laboratory will effectively improve the ability of infectious disease detection and comprehensive prevention and control of major epidemics in our city, and have a far-reaching impact on Dalian's construction of a domestic first-class public health system that matches the city's positioning, adapts to the construction of "two leading areas" and integrates with new breakthroughs in comprehensive revitalization.

P3 Laboratory Complex Building, with a total investment of 138 million yuan and a construction scale of 4,498 square meters, includes physical and chemical laboratories, medical emergency protection laboratories, biosafety tertiary laboratories and equipment, etc. After the completion of the project, it can quickly isolate highly pathogenic microorganisms for new and recurrent infectious diseases, identify pathogens and types, identify and isolate unknown pathogen samples for unexplained epidemics, and have important practical significance for dealing with sudden, new and imported infectious diseases, which can meet the scientific research needs of local disease control systems, research institutes, universities, medical institutions and biological enterprises for product research and development of highly pathogenic pathogens such as infection mechanism, cell biology, immunological research, detection reagents and vaccines.

The director of Dalian CDC said that at present, the existing enhanced P2 laboratory in our city can operate the detection and research of pathogenic factors that have moderate harm or latent danger to human body, animals and plants or environment, will not cause serious harm, and can be effectively prevented and treated, such as common influenza virus, hepatitis virus, human immunodeficiency virus and Novel Coronavirus sample detection. After the completion of P3 laboratory, it can be highly dangerous to human body, animals and plants or the environment, mainly through aerosol to infect people with serious or even fatal diseases, or to detect and study pathogenic factors with high harm to animals, plants and the environment, such as monkeypox virus culture, tick-borne encephalitis virus uncultured sample operation, foot-and-mouth disease virus culture, human immunodeficiency virus culture, Novel Coronavirus culture, prion tissue culture, Mycobacterium tuberculosis live bacteria operation, etc.
