Pulandian District is located in the east of the south-central part of Liaodong Peninsula, with an administrative area of 2677 square kilometers. It is bordered by Zhuanghe City and Yellow Sea in the east, Wafangdian City in the west, Jinzhou District in Dalian in the south, Gaizhou City in the north and Changhai County across the sea in the southeast. The terrain is high in the north and low in the south, high in the west and low in the east The terrain is roughly divided into three parts: the northern low mountainous area, the northeast and central hilly area, and the southern coastal hilly plain area. [Historical Evolution]

 

Pulandian District belongs to Liaodong County of Yan State during the Warring States Period. Qin followed the Yan system, in 195 BC, in the Western Han Dynasty, Dashi County was established in Zhangdian Village, Tiexi Street, in 190 AD (the end of the Eastern Han Dynasty), it belonged to Liaodong County, Pingzhou, when it was newly established. From 238 to 274 AD (Three Kingdoms and Western Jin Dynasty), it still belonged to Liaodong County. In 404 AD (the end of the Eastern Jin Dynasty), it was separated by Koguryo. In 668 AD, The area is under the jurisdiction of Anton Duhufu in Tang Dynasty, In 916 AD (the first year of Liao God Book), Liaodong entered Liao, In 919 AD (the fourth year of Liao God Book), the Liao Dynasty set up Fuzhou (later changed to Fuzhou, where it was located) and Suzhou (where it was located in Jinzhou City) in Liaodong Peninsula. The territory belongs to two states. In 1116 (the second year of Jin Shouguo), it was occupied by nomads and under the jurisdiction of Fuzhou. In 1215, it was ruled by the local separatist Dazhenguo. In 1233, the Yuan Mongol Army destroyed Dazhenguo and belonged to the Yuan Dynasty and Yuan Dynasty. The territory belongs to Jin and Fuzhou Wanhufu, Jinzhou Wei and Fuzhou Wei in Ming Dynasty, and Fuzhou and Ninghai County in Qing Dynasty (after 1843).

 

In March 1898, Russia forcibly leased Lvda through the Lvda Land Lease Treaty, the leased land is bounded by the line from the north of Pulandian Bay to the north end of Piziwo Bay, covering an area of 3,200 square kilometers. In 1899, Russia set up the Kanto State Hall in the leased land (Lushun, where it is located). There are five administrative districts of Jinzhou, Piziwo, Liangjiadian, Lvshun and Island, and three cities of Jinzhou, Lvshun and Piziwo. The southern part of the region became a Russian colony. The northern part was under the jurisdiction of the Qing government. In 1905, at the end of the Russian-Japanese War, Japan replaced Russia in invading Dalian, after Japan occupied the brigade university, set up Golden State Military and Political Department, there are five districts, including Piziwo, Pulandian and Liangjia Store. In 1908, Pulandian District was changed to Zhangsuo, belonging to Jinzhou Civil Affairs Branch. In 1919, Kanto Dudufu was changed into Kanto Hall. In 1930, the civil affairs branches of Piziwo and Pulandian were upgraded to civil affairs departments. In 1931, Japanese imperialism launched the September 18th Incident, invasion of the three northeastern provinces, change Liaoning Province to Feng Tian, Jurisdiction over Fuxian County (now Wafangdian City). In March 1932, the puppet Manchukuo was founded, today, the northern part of the region belongs to the Fuxian County of Puppet Manchukuo. In 1934, the Japanese authorities changed the Kanto Hall into the Kanto Bureau, under the jurisdiction of the Kanto State Hall, and implement the meeting system, there are Piziwo Civil Affairs Department and Pulandian Civil Affairs Department in the south of today's district. There are 38 meetings (including 5 meetings in Changhai County and 2 meetings in Tuchengzi, Jinzhou New District). In 1936, street-village system was implemented in urban and rural areas of Puppet Manchukuo (villages are equivalent to districts after the founding of the People's Republic of China), the villages under the jurisdiction of Fuxian County include Fudong, Mopan, Shuangta, Jianji, Tongyi, Yaoling, Anbo, Gushan, Lianshan, Xingtai, Qihe, Baishan, Xianglong, Wangjia, Shahe and Tianjia, and most of Fudong Town (now north of Zhongjie Bridge in Chengzitan Street) and a small part of Tiantai Village. On August 15, 1945, Japan declared unconditional surrender, and the Chinese people won a comprehensive victory in the Anti-Japanese War.

 

At the beginning of September 1945, according to the instructions of the Central Committee, it was decided to build Xinjin County in 38 meeting areas under the jurisdiction of the Civil Affairs Department of Piziwo and Pulandian, which were set up during the Japanese puppet rule. On September 25, the Xinjin County government under the leadership of the Communist Party of China was proclaimed in Piziwo, and on November 17, the Xinjin County Committee of the Communist Party of China was established. In November 1958, with the approval of the Liaoning Provincial Party Committee and the provincial government, the seat of the Xinjin County government moved from Piziwo Town to Pulandian Town, and the county-level organs officially opened from 15th.

 

On November 30, 1991, With the approval of the State Council, Revoke Xinjin County, set up Pulandian City (county level), the inaugural meeting of Pulandian City was held on February 28, 1992. Officially listed office, on April 9, 2010, the Dalian Municipal Committee of the Communist Party of China and the Dalian Municipal People's Government decided to put Sanshilibao and Shihe streets in Jinzhou District, Two towns, Paotai and Fuzhou Bay in Wafangdian City, Tiexi, Fengrong and Taiping streets and Bay Industrial Zone in Pulandian City. It is planned as Pulandian Bay New District, the total land area of this functional area is 1008.5 square kilometers, with a total population of 402,000, the northern area of Pulandian City is planned as the expansion area of Pulandian Bay New Area. Pulandian Bay New District adopts the integrated operation mode of "one team and two brands", set up Pulandian Bay New District Management Committee, is an agency of Dalian Municipal Government, the administrative level is Dalian Bureau level, Pulandian Bay New District Management Committee is co-located with Pulandian City Municipal Government, Wawo Town and Yuantai Town under the jurisdiction of Pulandian City, under the implementation of administrative custody in Wafangdian City. On April 9, 2010, in the document of the General Office of Dalian Municipal Committee (Da Wei Ban Fa [2010] No.15), "Pulandian Bay New District" is referred to as "Puwan New District", on May 27, 2010, the inaugural meeting of Puwan New District was held at Pulandian City People's Cinema, On July 17, 2012, in the document of Liaoning Provincial People's Government (Liao Zheng [2012] No.169) and the Reply of Liaoning Provincial People's Government on Adjusting Some Administrative Divisions of Dalian, two towns, Paotai and Fuzhou Bay in Wafangdian City, were placed under the jurisdiction of Pulandian City. On July 27, 2012, Liaoning Provincial People's Government placed Sanshilibao and Shihe streets in Jinzhou District under the jurisdiction of Pulandian City. On October 13, 2015, the State Council officially approved the revocation of Pulandian City's establishment of Pulandian District in Dalian, which has jurisdiction over 11 streets, 5 towns and 3 townships.
