Natural conditions
Changhai County is the only island county in Northeast China and the only island border county in China. It is the closest area to Japan and South Korea in Northeast China, and Ocean Island is 92 nautical miles away from Bailing Island in South Korea. The county consists of 195 islands, including 18 inhabited islands. The land area is 142 square kilometers, including 31.4 square kilometers of Dachangshan Island, 22 square kilometers of Xiaochangshan Island, 31.2 square kilometers of Guanglu Island, 9.9 square kilometers of Zhangzi Island, 19.6 square kilometers of Ocean Island and 27.9 square kilometers of other islands. The sea area is 10,324 square kilometers and the coastline is 359 kilometers long. The average temperature in summer is 21.9 ℃, and the forest coverage rate reaches 44.43%. Now it has jurisdiction over 5 towns, 23 villages and 7 communities in Dachangshan Island, Xiaochangshan Island, Guanglu Island, Zhangzi Island and Ocean Island. The total number of registered households in the county is 25,233, with a population of 68,329.
Historical evolution
Archaeological findings of historical evolution show that human beings began to settle in Changshan Islands in the Neolithic Age about 7000 years ago. During the Warring States Period in 300 BC, Yan State set up Liaodong County and governed Changshan Islands. During the sixteen countries of the Eastern Jin Dynasty, it was occupied by Gao Juli. After Tang destroyed Gaojuli and recovered Liaodong, it belonged to Jili Prefecture of Anton Duhufu. It was occupied by Japan after the Sino-Japanese War of 1894. In 1898, Russia rented the Lvda, and Changshan Islands successively belonged to the Kanto State Hall of Russia, the Piziwo Administrative District under the Far East Governor's Office and the Island Administrative District. After the Russo-Japanese War in 1904, Changshan Islands successively belonged to Jinzhou Branch of Kanto Prefecture Civil Affairs Department and Piziwo Civil Affairs Department of Kanto Prefecture Hall. In November 1945, Changshan Islands were liberated, and Changshan District Office was set up, which belongs to Xinjin County. In September 1949, it was changed to a county-level organizational system, and on November 10, Changshan County People's Government was formally established, which belongs to the Administrative Office of Lvda University. On January 31, 1953, Changshan County was renamed Changhai County, which belongs to Lvda City (now Dalian City).
Comprehensive economy

There are more than 20 newly cultivated varieties in 6 series, including shellfish, algae, clams, snails, fish and echinoderms. There are 3 geographical indication certification trademarks of Changhai sea cucumber, Changhai abalone and Changhai scallop, and 13 national marine pasture demonstration zones and 2 municipal marine pasture demonstration zones have been established, which have been awarded the National Modern Agricultural Industrial Park. In 2021, the output of aquatic products in the county was 602,000 tons, an increase of 7.7%, and the output value was 8.11 billion yuan, an increase of 7.5%. There are 4 A-level tourist attractions, 673 hotels, fishermen's hotels and resorts in the county, with nearly 28,000 beds. It has been rated as a provincial-level tourist resort and eco-tourism demonstration area, a national leisure agriculture and rural tourism demonstration county by the Ministry of Agriculture and Tourism, and a "Changshan Islands National Sports Industry Demonstration Base" by the State Sports General Administration. In 2021, the number of tourists visiting the island was 630,000, an increase of 50.7%, and the comprehensive tourism income was 750 million yuan, an increase of 50%.
Infrastructure
It has built the Changshan Bridge connecting the big and small Changshan islands; The Dachangshan Island section and Guanglu Island section of Huandao Road run through the whole line; Rigid roads realize "village-to-village access"; It has 17 ports and terminals, 41 passenger and cargo ships and 31 sea routes; It has one airport. The 72-kilometer cross-sea water diversion project connecting 7 islands was completed. A 66 kV power supply ring network from Pulandian Chengzitan to Dachangshan Island and Xiaochangshan Island and a 66 kV power supply ring network from Xingshutun to Guanglu Island, Dachangshan Island and Xiaochangshan Island in Jinzhou will be built, and all islands above the village level will be connected to the mainland power grid. Mobile, telecommunications, Unicom three major communication networks and Tiantu Cable TV cover the whole county. Urban domestic garbage and sewage are treated centrally, and it is a national ecological county.
Social undertakings

There are 1 secondary hospital, 4 township hospitals, 1 disease prevention and control institution, 1 maternal and child health care institution and 1 PCR nucleic acid detection laboratory, and the ownership rate of island medical and health institutions above the village level is 100%. The completion rate of village-level fitness places is 100%. The social security system combining social insurance, social assistance, social welfare and charity has been continuously improved, and the medical insurance for urban and rural residents has achieved full coverage.
