Since 1952, with the great attention of the municipal party Committee and the municipal government, in the extraordinary development course of nearly 70 years, we have persisted in mobilizing the masses, relying on the masses, serving the masses, benefiting the masses, mobilizing and participating by the whole people, and made remarkable historical achievements in improving the health situation, beautifying the ecological environment, controlling the epidemic of infectious diseases, safeguarding people's health and promoting urban development. Especially in the fight against SARS, avian influenza and COVID-19 pandemic, the patriotic health campaign has played its unique role and won high praise from the masses and all sectors of society.

In 1952, in response to Comrade Mao Zedong's call, our city fully carried out the work of pest control, disinfection and epidemic prevention against the germ warfare of the US imperialists, and launched a mass health campaign. In 1953, the mass health campaign was positioned as patriotic health campaign. From 1986 to 1989, he was not only awarded the title of "Class A Clean and Beautiful City", the highest patriotic health award in Liaoning Province, but also rated as "National Clean City" and "Advanced Cockroach Killing City" by the National Aiwei Association, and the first city with a population of over one million in China as "Rat-free City" by the National Aiwei Association.

In October 1989, after the National Aiwei Association issued the Notice on Launching the Activities of Creating a National Health City, our city carefully planned and organized, and from 1990 to May 1993, the activities of creating a national health city were widely carried out. The municipal party committee and the municipal government put forward: "We should unify our thinking, formulate plans, launch in an all-round way, fulfill our responsibilities, and fight for three years to achieve the goal of creating a 'national health city '". Our city has made great efforts in patriotic health organization and management, health education, city appearance and environmental sanitation, environmental protection, sanitation of public places and drinking water, window units, food hygiene, prevention and control of infectious diseases and elimination of four pests in urban areas, and comprehensively promoted the implementation of various tasks. In 1990, it won the second place in the "Top Ten Sanitary Cities" in the national urban health inspection and appraisal. Since then, we have found gaps, worked hard, carried out in-depth creation activities, and strived to expand the creation achievements to a new level. In 1992, it won the first place in the "Top Ten Health Cities" of municipalities directly under the Central Government, provincial capitals and cities with separate plans. In 1993, after being officially declared by Liaoning Aiwei Association, the National Aiwei Association organized an expert group in May of the same year to consult data and conduct public opinion polls from patriotic health organization and management, which lasted for 4 days to conduct a comprehensive assessment of the achievements of building a national health city in our city. On May 20th, according to the assessment results, the National Aiwei Association issued the Decision on Naming Dalian as a National Health City, and our city took the lead in entering the ranks of "National Health City" among cities with a population of over one million in China.

Since then, our city has persisted in fighting arrogance, finding deficiencies, improving measures and moving forward. Dalian will be built into a garden-style city with good ecology, reasonable layout, perfect functions and blue sky and green space. In August, 1995, Dalian was among the best in the third national urban health inspection and appraisal. In particular, according to the results of unannounced visits to consolidate the achievements of creating a "national health city" in our city since 1996, the National Aiwei Association exempted our city from inspection in the fourth national health city inspection in 1998, which became the highest honor in the national activities of creating a "national health city". According to the newly revised Measures for the Assessment, Naming, Supervision and Administration of National Health Cities by the National Aiwei Association, the national health cities are reviewed once every three years, and then, in each review of national health cities, our city successfully passed the unannounced visit evaluation and review of relevant experts organized by the National Aiwei Office.

It is not easy to win honor, but it is even harder to keep it. Party and government organs, enterprises and institutions and the general public in our city work together with one heart and one mind, which makes the patriotic health campaign take root and blossom in our city, and keeps the honor of "National Health City" since 1993. Up to now, there are 12 national health towns in Dalian, especially with the successful establishment of national health cities (county towns) in Zhuanghe City in 2020, which has achieved full coverage of national health cities in Dalian.
