From October 17 to 19, Hao Peng, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, led a friendly economic and trade delegation from Liaoning Province to continue his friendly visit to Russia. The delegation thoroughly implemented the spirit of the important speech delivered by General Secretary Xi at the Symposium on Promoting the Comprehensive Revitalization of Northeast China in the New Era, unswervingly implemented the important consensus reached by the heads of state of China and Russia, further consolidated the traditional profound friendship, and promoted the friendly exchanges and pragmatic cooperation between Liaoning and Russia.

Primorsky Krai, located in the Far East of Russia, has close contacts with Liaoning, and Vladivostok, the capital of Primorsky Krai, and Dalian, our province are sister cities. On the 18th, the delegation arrived in Vladivostok and visited the Primorsky Krai government. Hao Peng held a video conference with Primorsky Krai Governor Kozhemyako.

Hao Peng said that in March this year, President Xi paid a state visit to Russia and signed a joint statement with President Putin, drawing a new blueprint for Sino-Russian cooperation. Just today, President Xi held talks with President Putin who attended the "the belt and road initiative" International Cooperation Summit Forum. The two heads of state reached broad consensus on promoting the high-quality development of Sino-Russian pragmatic cooperation, actively exploring cooperation in strategic emerging industries, and holding more colorful cultural exchange activities, which provided fundamental compliance for consolidating the traditional friendship between China and Russia and further deepening cooperation. Local cooperation is an important part of the pragmatic cooperation between China and Russia. The development of Russia's Far East is highly compatible with the revitalization strategy of Northeast China, which provides favorable conditions for the cooperation between Liaoning and Primorsky Krai. It is hoped that both sides will work together to fully implement the important consensus reached by the two heads of state, further deepen pragmatic cooperation in various fields, and jointly write a new chapter of win-win cooperation. We will continue to deepen cooperation in key industries, combine Liaoning's industrial advantages such as equipment manufacturing, rail transit and electronic information with Primorsky Krai's rich port, mineral and other resource advantages, and promote the formation of more high-quality industrial cooperation projects. We will continue to deepen cooperation in the agricultural field, strengthen agricultural technical cooperation, jointly develop processing industries of agricultural products such as soybeans and rice, and enhance the added value of agricultural products. Continuously deepen infrastructure interconnection, and on the basis of the opening of direct flights from Dalian to Vladivostok, vigorously strengthen the logistics infrastructure construction of sea-rail combined transport and international multimodal transport corridors, and further improve the level of customs clearance facilitation at ports. We will continue to deepen exchanges in the humanities field, and promote more fruitful results in the fields of international student training, tourism cooperation, youth exchanges, performances by literary and art groups, and sports exchanges. It is hoped that both sides will further improve the communication and coordination mechanism between governments, promote the implementation of pragmatic cooperation projects in various fields as soon as possible, promote more investment cooperation between enterprises of both sides, work together to achieve mutual benefit and win-win results, and make greater contributions to the development of China-Russia comprehensive strategic cooperative partnership in the new era.

Kozhemyako said that to implement the important consensus reached by the heads of state of Russia and China, we need to further strengthen exchanges and cooperation at the local level. The friendly economic and trade delegation of Liaoning Province visited Primorsky Krai, which played a very good role in demonstrating and driving. There is great potential for cooperation between Primorsky Krai and Liaoning, and the opening of direct flights from Vladivostok to Dalian is of great significance for promoting economic, trade and personnel exchanges between the two places. We are willing to take this opportunity to continuously promote and expand cooperation with Liaoning in various fields and form more cooperation results. Liaoning is an important industrial base in China, with obvious advantages in equipment manufacturing industry. It is hoped that both sides can carry out in-depth cooperation in ship maintenance and rail transit. Primorsky Krai is rich in agricultural, fishery, mineral and other resources, and is willing to vigorously develop import and export trade with Liaoning in these fields. After the talks, Hao Peng attended the signing ceremony of key projects of both sides together with Shelbina, the first deputy governor and government chairman of Primorsky Krai. Liaoning Ballet signed contracts with Puli Morsky Branch of Malinsky Theatre in Russia, Dalian Foreign Studies University and Far Eastern Federal University in Russia, Dalian Port Yidu Cold Chain Logistics Co., Ltd. and Noribo Company in Russia, and other cooperation projects in the fields of humanities and economy.
