[Mayor Chen Shaowang]: 1. Review of work in 2022. 2022 is a milestone in the history of the Party and the country. Over the past year, we have kept in mind the entrustment, gratitude and endeavor, fully implemented the requirements of preventing the epidemic situation, stabilizing the economy and ensuring safe development, closely focused on the strategic positioning of building the "two leading areas" and the political mission of being a good "high jump team", and strived to create a new situation of revitalization and development, and better completed the annual goals and ten key tasks set by the First Session of the Seventeenth National People's Congress.

[Mayor Chen Shaowang]: It is estimated that the city will achieve a regional GDP growth of about 4.5%; The general public budget revenue increased by about 8% after deducting tax reduction and fee reduction factors; Investment in fixed assets increased by about 7.5%; The added value of industrial enterprises above designated size increased by more than 5%; The total import and export volume of foreign trade increased by more than 10%; The actual utilization of foreign capital increased by 15%; The per capita disposable income of urban and rural residents is basically consistent with the growth rate of regional GDP; Consumer prices rose by 2.5%. The main economic indicators are better than those of the whole country, leading the Northeast, and the economic primacy in the whole province has been continuously improved. [Mayor Chen Shaowang]: (1) Resolutely stabilize the economic market and continuously enhance the comprehensive economic strength. The policy of stabilizing the economy is exerted with precision. In the whole year, 26.616 billion yuan of tax and fee policies such as "refund and slowdown" were implemented, benefiting 481,000 market players. A total of 69.39 billion yuan of inclusive small and micro loans were invested, and the loan interest rate was 0.39 percentage points lower than the national average. The "three major articles" have been solidly promoted. The ex situ renovation and upgrading project of CSSC was officially signed and started to move to Taiping Bay, and the locomotive was moved to Lvshun Development Zone as a whole and put into full operation. The agreement on the relocation and transformation project of Dashihua was officially signed, and 10 million tons of oil refining and 1.2 million tons of ethylene will be built in Xizhong Island to build a fine chemical industrial park, with an estimated new output value of 150 billion yuan; Hengli started construction of a series of chain extension projects with an annual output of 2.6 million tons of polyester, 1.6 million tons of high-performance resin and BDO, with an estimated new output value of 110 billion yuan. The main project of SK Hynix Project is completed. After the project is put into production, the new chip production capacity will reach 480,000 pieces, with a total production capacity of 1.48 million pieces; Two hydrogen energy industrial parks, the Free Trade Zone and Taiping Bay, started construction. The added value of strategic emerging industries accounted for 12% of the regional GDP, and the added value of digital economy core industries accounted for about 8.5% of the regional GDP.

In the whole year, 1,510 projects with a resumption of work of over 100 million yuan were started, an increase of 51% and a new high in recent years. [Mayor Chen Shaowang]: (2) Adhere to innovation-driven development, and effectively improve the ability of scientific and technological innovation. Accelerate the construction of innovation platform. We made every effort to promote the construction of Yinggeshi Science City. Four national key laboratories, including energy catalytic conversion of Dalian Institute of Chemical Technology, were approved, and Liaoning Binhai Laboratory and Liaoning Huanghai Laboratory were listed and started. The main body of innovation is growing. The number of valid invention patents owned by 10,000 people reached 30.75, the turnover of registered technology contracts in the whole city exceeded 40 billion yuan, an increase of 19%, and the local conversion rate of scientific and technological achievements in colleges and universities reached 40%. Our city was approved as the first batch of demonstration cities with strong intellectual property rights in China. Innovative talents continue to gather. More than 200 high-level talent projects were supported throughout the year, nearly 600 high-level talents were introduced, and 51,000 professional and technical talents were added. Eighteen people were supported by the National Science Fund for Outstanding Youth and Outstanding Youth, accounting for 72% of the province.

The foundation stone was laid for Dalian International Shipping Center Building, and the container routes at Dalian Port achieved full coverage of the core ports of RCEP member countries, with the container throughput increasing by 22%, ranking first in the national ports in terms of growth rate. The construction of the Northeast Sea-land Passage and the "North-to-South Grain Transportation" Passage progressed smoothly, with the issuance of trains between China and Europe increasing by 26.4%, the grain throughput increasing by 29.2%, and the transit commercial vehicles increasing by 121%. The big business institute achieved full coverage of futures and option tools in the bean industry chain, and the Dalian service base of the North Stock Exchange was established and operated. Our city ranked 33 places higher in the Global Financial Center Index Report.

[Mayor Chen Shaowang]: New progress has been made in the construction of Liaoning coastal economic belt. Substantial progress has been made in cruise economy, sea tour to Dalian, island sea fishing and other projects. The total output value of marine economy in the whole city is 380 billion yuan. The ability of ocean governance has been continuously improved. We have done a good job in comprehensive management of Bohai and Yellow Sea, and implemented eight special actions. The proportion of excellent water quality in coastal waters has reached 98.15%.

[Mayor Chen Shaowang]: (6) Improve the level of urban and rural construction in an all-round way, and present a new pattern of coordinated development. The integration of urban and rural areas has been deepening. Complete the delineation of "three districts and three lines" of land space planning, comprehensively start the preparation of 85 township-level land space master plans, and accelerate the formation of a new pattern of land space development and protection. Zhongshan District was once again selected as one of the top 100 main urban areas in China, and Ganjingzi District became the only top 100 high-quality development areas of CCID in Northeast China. Wafangdian city and Zhuanghe City keep the forefront of Northeast China in the ranking of the top 100 counties in county economy in China.

[Mayor Chen Shaowang]: The functional quality of the city has been comprehensively improved. Dalian Bay Cross-Harbour Tunnel and Guangming Road Tunnel have been completed, creating a new record for the construction speed of cross-sea immersed tunnels in the world; Metro Line 5 was put into trial operation, and rail transit was connected from north to south and connected into a network; Bohai Avenue was opened to traffic, and the comprehensive transportation hub project of Lvshun Central Passage and North Station was fully accelerated; Barracuda Bay Football Stadium was completed and became the first professional football field surrounded by the sea on three sides in China. [Mayor Chen Shaowang]: The rural revitalization strategy has been effectively implemented. Stable grain production capacity, the total grain output reached more than 2.53 billion Jin, exceeding the tasks assigned by the province. To speed up the development of rural industries, there are 188 leading agricultural enterprises above the municipal level, ranking first in the province. Continue to improve the living environment in rural areas, build 132 beautiful and livable villages at the provincial level, repair 200 kilometers of rural roads in large and medium-sized areas, harden 4 million square meters of roads in villages, and build 7,966 new rural sanitary toilets. Pulandian District was selected as a national demonstration county for rural revitalization, Changhai County successfully applied for the establishment of a national modern agricultural industrial park, and the pilot experience of rural homestead system reform in Lvshunkou District was exchanged and promoted throughout the country.

[Mayor Chen Shaowang]: (7) Actively promote green and low-carbon transformation and further optimize the ecological environment. The battle against pollution has advanced in depth. The number of days with good air quality exceeded 320 for three consecutive years, and the concentrations of PM2.5 and PM10 reached the best level in history. All the river sections in the 13 national examinations have reached the standard, and the proportion of excellent water quality sections is 100%. The safe utilization rate of contaminated land and the utilization rate of hazardous waste disposal are 100%. Ecological protection and restoration have achieved remarkable results. The green coverage rate of built-up areas in the city reached 45.42%. Completed the ecological restoration of 2,920 mu of mines left over from history, carried out the recycling transformation of 12 industrial parks, and was successfully selected as one of the 60 key cities in China for the construction of waste materials recycling system. The ecological civilization construction of our city was supervised and encouraged by the State Council.

[Mayor Chen Shaowang]: Carbon peaking and carbon neutralization have been implemented steadily. Resolutely curb the blind launch of the "two high" projects, and effectively implement the task of controlling the total amount and intensity of carbon emissions. Optimize the energy structure and promote green buildings. The proportion of newly built green buildings reaches 100%, and the proportion of non-fossil energy generation reaches 61.1%. Six units of Hongyanhe Nuclear Power Station are fully put into operation, making it the nuclear power station with the largest installed capacity in operation in China.

Employment priority policy improves quality and strengthens strength. There are 122,500 new jobs in cities and towns, the dynamics of zero-employment families is zero, and the main indicators of stable employment rank first in the province. The level of social security has been comprehensively improved. Urban and rural minimum living standard, assistance and support standard for extremely poor people, and basic pension standard for urban and rural residents have been comprehensively improved. The basic pension for enterprise retirees has been continuously increased for 18 years, and public rental housing for needy families should be guaranteed. Accelerate the development of education and medical care. 11,000 public inclusive preschool degrees were added, and the inclusive rate of preschool education reached 87.4%; 13 primary and secondary schools were newly built, renovated and expanded, and 19,000 new degrees were added. Vocational education continued to grow, and new progress was made in the construction of "double first-class" colleges and universities. To promote the construction of healthy Dalian, the reform of public hospitals has achieved remarkable results, taking the lead in launching the automatic filing of temporary medical treatment in different places in China, and the "hospitalization deposit-free" medical treatment service for benefiting the people was selected as a case of management efficiency improvement in National Healthcare Security Administration, and our city passed the national health city review.

Welcome to the splendid series of activities of the 20th National Congress of the Communist Party of China, rich and colorful cultural activities benefiting the people, and new achievements in the creation of fine works of literature and art. Our city has been successfully elected as the "Cultural Capital of East Asia". Significant achievements have been made in focusing on people's livelihood. People's livelihood investment accounts for about 88% of fiscal expenditure, and 15 items and 35 key livelihood issues have been completed with high quality. Renovation of 7 million square meters of old residential areas, benefiting 100,000 residents, completion of renovation of 1,660 kilometers of old heating pipe network, drainage pipe network and gas pipe network, complete the replacement of natural gas in the main city, and properly solve the urgent problems of a group of people, such as difficulty in applying for a permit, using gas, traveling and going to school.
