In recent years, Dalian Municipal Party Committee and Municipal Government have attached great importance to the protection of industrial heritage, published the List of Industrial Heritage Protection in Dalian, formulated the Interim Measures for the Management of Industrial Heritage in Dalian and the Special Plan for the Protection of Industrial Heritage in Dalian, and the protection of industrial heritage has entered the track of legal development. Jiang Ye suggested that the next step should be to formulate personalized and targeted management rules and protection schemes for different industrial heritages. The protection of industrial heritages is different from that of cultural relics and historical sites, and utilization is the best protection. From a global perspective, There are four main modes of protection and utilization of industrial heritage: Museum mode, landscape park mode, creative industry mode and tourism shopping mode are not to change all old factories and warehouses into historical museums, but to consider more historical factors in planning and reflect the historical value and cultural connotation of the city through the urban space itself. For example, some old industrial sites have been successfully transformed into libraries, modern art exhibition centers, shopping centers, restaurants, theaters, residential buildings and so on.

Dalian Locomotive Works, which is the same age as Dalian and enjoys the reputation of "Cradle of Chinese Locomotives", is being relocated, in which the five machinery workshops with solid external structure and large and spacious internal space will be preserved.
