I. Review of Work in 2022

2022 is a milestone in the history of the Party and the country. (1) Resolutely stabilize the economic market and continuously enhance the comprehensive economic strength. The policy of stabilizing the economy is exerted with precision. Our city was approved as the first batch of demonstration cities with strong intellectual property rights in China. Innovative talents continue to gather. With the introduction of the "Talent Promotion Plan" and 15 supporting implementation rules, the talent policy is more valuable, more contemporary and more direct. Give the newly introduced talent innovation team a maximum financial support of 5 million yuan, support more than 200 high-level talent projects throughout the year, introduce nearly 600 high-level talents, and add 51,000 professional and technical talents. To strengthen the construction of legal environment and social credit system, our city ranks second in the credit monitoring ranking of 36 provincial capitals and cities above sub-provincial level. Significant achievements have been made in the reform of state-owned enterprises. Promote the strategic restructuring and professional integration of municipal state-owned enterprises, set up 9 enterprise groups and 2 operating companies, and integrate the municipal state-owned enterprises from 35 to 20, which significantly improves the vitality and efficiency of enterprises. Science and technology research and development, technology and finance realize platform sharing, public services, medical security, transportation and cultural tourism realize "treatment in the same city", the preliminary work of "Sea Tour to Liaoning" project starts, the industrial ecological chain embedded and coupled by six cities is accelerated, and the integrated development of Liaoning coastal economic belt opens up a new situation. International economic and trade cooperation has been further deepened. The total output value of marine economy in the whole city is 380 billion yuan. The ability of ocean governance has been continuously improved. We will do a good job in comprehensive management of Bohai Sea and Yellow Sea, implement 8 special actions, and realize visual supervision of 102 key sewage outlets into the sea (river) in the main city, with the proportion of excellent water quality in coastal waters reaching 98.15%.

(6) to comprehensively improve the level of urban and rural construction, coordinated development presents a new pattern. The integration of urban and rural areas has been deepening. Our city has been successfully elected as the "Cultural Capital of East Asia". Deepen the creation of a national civilized city, and build a civilized practice center in the new era to achieve full coverage of urban and rural areas. To promote the deep integration of culture and tourism, Dongguan Street and other historical and cultural block projects officially started, and 100 boutique tourist routes were launched. Jinshitan Happy Coast Project was shortlisted as a creative case of "China Service". Athletes in our city won gold and silver at the Beijing Winter Paralympics; It has created a "Grand Slam" record of hosting eight national football matches in the same city, and achieved remarkable results in the reform of professional football clubs, injecting "a clear stream" into the development of Chinese football.
