In this beautiful golden autumn season, at the invitation of President Tokayev, I will pay a state visit to friendly Kazakhstan soon. This is my second visit to Kazakhstan after five years, and it is also the fourth time I have set foot on this beautiful land. Kazakhstan has vast grasslands, magnificent mountains and rivers and hospitable people. I am looking forward to this visit.

 

China and Kazakhstan are good neighbors, good friends and good partners linked by mountains and rivers. The two peoples have a history of friendly exchanges for thousands of years, and have jointly written magnificent poems on the ancient Silk Road connecting east and west. Xuan Zang, a Chinese monk in Tang Dynasty, and Chen Cheng, a diplomat in Ming Dynasty, all visited Kazakhstan. Kazakh historical and cultural celebrities such as "Aristotle of the East" Ali Farabbi and "Poet Sage" Abai Kunanbayev are also known in China, and their stories have been widely told among the people of both countries.

 

This year marks the 30th anniversary of the establishment of diplomatic relations between China and Kazakhstan. Thirty years of hardships and hardships, thirty years of walking hand in hand. The two countries have increasingly close exchanges and endless cooperation, and have jointly embarked on an extraordinary development path.

 

-In the past 30 years, China-Kazakhstan relations have made great strides forward, achieving continuous advancement from good-neighborly friendship to strategic partnership to permanent comprehensive strategic partnership, establishing a unique positioning of bilateral relations, and building a new type of state-to-state relations featuring mutual respect, good-neighborliness, mutual help and mutual benefit. The two sides have always firmly supported each other on core issues involving national sovereignty, security and territorial integrity, always respected each other's independent choice of development path in line with their national conditions, and always enjoyed the continuous progress of each other's national development and national rejuvenation. The two countries are trusted friends and dependent partners, and the two peoples will always stand side by side.

 

Over the past 30 years, China-Kazakhstan cooperation has made great achievements. In recent years, China has been firmly in Kazakhstan's position as the most important trading partner and investment partner. Last year, the two sides overcame the adverse effects of the novel coronavirus pneumonia epidemic, and the bilateral trade volume returned to the US $25 billion mark, injecting momentum into the recovery of the world economy together. China and Kazakhstan took the lead in carrying out cooperation in production capacity and investment, forming a list of projects covering 52 projects with a total amount of more than 21.2 billion US dollars. The completed large-scale strategic projects such as Zanatas 100 MW wind power, Jianghuai automobile production line and Chimkent refinery modernization have provided powerful assistance to Kazakhstan's economic and social development and actually benefited the two peoples.

 

In the past 30 years, China-Kazakhstan Unicom has reached all directions. The two countries have successfully built an all-round and three-dimensional connectivity network covering roads, railways, aviation and oil and gas pipelines, and are committed to building a convenient and efficient "artery" of land-sea multimodal transport across Europe and Asia. All five pairs of highway ports and two pairs of railway ports between China and Kazakhstan have resumed normal freight operation, and the two sides are maintaining close communication on adding railway ports. China-Kazakhstan Lianyungang Logistics Cooperation Base provides a seaport for Kazakh products to sail from the Pacific Ocean. The China-Europe trains passing through Kazakhstan are constantly galloping and diversifying their paths, making important contributions to ensuring the stability of the global industrial chain and supply chain.

 

Over the past 30 years, China-Kazakhstan friendship has been deeply rooted in the hearts of the people. There are five Confucius Institutes in Kazakhstan, Four universities in China have set up Kazakh research centers, and two universities have set up Kazakh majors. The touching story of Chinese musician Xinghai Xian and Kazakh musician Baikadamov was put on the screen. Kazakh ophthalmologist Capella Bekov received nearly 200,000 Chinese eye patients at Daqing Eye Hospital in Heilongjiang, China for 24 years. China and Kazakhstan will soon set up cultural centers with each other, and Kazakhstan will build a traditional medicine center and Luban workshop. The cultural cooperation between the two countries is getting bigger and bigger, and the foundation of people's friendship is getting stronger and stronger.

 

China-Kazakhstan relations have stood the test of wind and rain and accumulated over the years, and have long been as tough as a rock. We should cherish this hard-won achievement, work hard, and continue to inherit and carry forward the friendship between the two countries. During my visit, I will have an in-depth exchange of views with President Tokayev on better developing China-Kazakhstan permanent comprehensive strategic partnership and promoting all-round mutually beneficial cooperation between China and Kazakhstan, and make arrangements and plans for jointly promoting China-Kazakhstan relations with the goal and vision of building a community of destiny between China and Kazakhstan.

 

First, we should continue to develop good neighborliness and friendship. High political mutual trust is the cornerstone of stable and far-reaching relations between the two countries. China is willing to work with Kazakhstan to design bilateral relations at the top level from a strategic and long-term perspective. Maintain close high-level exchanges, strengthen exchanges and cooperation among the government, legislative bodies, political parties and local governments, give full play to the regular meeting mechanism of prime ministers, the China-Kazakhstan Cooperation Committee and its sub-committees, continue to give firm support to each other on issues involving each other's core interests and major concerns, and constantly consolidate the political foundation of China-Kazakhstan relations.

 

Second, we should continue to deepen mutually beneficial cooperation. Next year marks the 10th anniversary of my initiative to build the Silk Road Economic Belt during my visit to Kazakhstan in 2013. Co-construction of "the belt and road initiative" has become an open, inclusive, mutually beneficial and win-win international cooperation platform, and is a global public product generally welcomed by the international community. China is willing to focus on the post-epidemic era with Kazakhstan, Continue to be the pioneer in building the "the belt and road initiative", Improve the level of investment and trade facilitation, Fully release the potential of ports and cross-border transportation, Cultivate new growth points in the fields of artificial intelligence, big data, digital finance, e-commerce, green energy, etc., and strive to create a number of high-quality projects that are high-standard, sustainable and benefit people's livelihood, so as to push bilateral cooperation to a higher level, promote the implementation of global development initiatives, and make China-Kazakhstan contributions to boosting the recovery of the world economy.

 

Third, we must firmly defend common security. Facing the complicated international and regional situation, only unity and cooperation can overcome the difficulties and solve the security governance problems. China is willing to deepen cooperation with Kazakhstan in law enforcement, security and defense, take the Global Security Initiative as a guide, practice a common, comprehensive, cooperative and sustainable security concept, and promote the implementation of the "China + Five Central Asian Countries" Data Security Cooperation Initiative. Work together to crack down on the "three forces", drug trafficking and transnational organized crime, and ensure the safety of large-scale cooperation projects and personnel such as oil and gas pipelines between the two countries. Resolutely oppose interference from external forces and work together to achieve lasting peace and long-term stability in the region.

 

Fourth, we should strengthen international cooperation in an all-round way. The two sides should cooperate closely in multilateral mechanisms such as the United Nations, the Shanghai Cooperation Organization, AsiaInfo and "China + Five Central Asian Countries". Exchange views on international governance, food security, energy security, industrial chain and supply chain stability, regional hotspots and other issues in a timely manner, oppose unilateralism and camp confrontation, and jointly promote the development of the international order in a more just and rational direction.

The 20th National Congress of the Communist Party of China is just around the corner, which is a very important congress held by the Communist Party of China at an important moment when it enters a new journey of building a socialist modernized country in an all-round way and marching towards the goal of the second century. We are pleased to see that the construction of "New Kazakhstan" has been fully started, and Kazakhstan is moving towards "Top 30 Developed Countries in the World". China is willing to continue to share development achievements and learn from each other's development experience with Kazakhstan, and the door of China's opening up and friendly cooperation will always be open to Kazakhstan.

 

As the Kazakh proverb says, "Friendship is an inexhaustible wealth". China believes that as long as the two sides continue to uphold the principle of good neighborliness and friendship and carry out all-round mutually beneficial cooperation in depth, China-Kazakhstan relations will surely usher in a more brilliant 30 years.
