On August 3, 2022, Dalian Maritime Emergency Comprehensive Exercise and Dalian Bay Cross-Harbour Tunnel Project Safety Comprehensive Exercise were successfully held in the waters near the construction area of Dalian Bay Cross-Harbour Tunnel. The exercise was jointly organized by the Municipal Maritime Search and Rescue Center and the Municipal Marine Pollution Emergency Headquarters, and undertaken by Dalian Maritime Safety Administration. Relevant experts from Liaoning Search and Rescue Center, Municipal Emergency Management Bureau, Municipal Ecological Environment Bureau, Municipal Transportation Bureau, Municipal Marine Development Bureau and Municipal Water Affairs Bureau observed the exercise at the on-site headquarters.


This exercise is aimed at maritime search and rescue emergency and pollution prevention risks of subsea tunnel construction projects, Simulate maritime emergencies caused by collision between navigable ships and tunnel construction ships, The whole actual combat process of emergency response to maritime emergencies is comprehensively demonstrated from the aspects of danger reporting and assessment, plan initiation, personnel transfer, fire fight, personnel search and rescue, oil spill emergency response, etc., which has important guiding significance for the emergency response to possible maritime emergencies. Participating forces cover professional fire fight and oil spill emergency response units and ships in Dalian, more than 120 people from 9 units including Dalian Maritime Safety Administration, Municipal Fire Rescue Detachment, Dalian Port Barge Company, Decontamination Unit and Social Volunteer Team participated in the exercise, which fully reflected the regularization, specialization and professionalization of Dalian's search and rescue and pollution prevention emergency forces.
