Biography

Wu Kaihua, male, Han nationality, born in December 1979, member of the Communist Party of China, graduate degree, master's degree in economics, is currently a member of the Standing Committee of Dalian Municipal Committee of the Communist Party of China, vice mayor of Dalian Municipal People's Government, deputy secretary of the Party Group of the municipal government, and director of integration of defense and civilian technologies Office of the Municipal Party Committee (Municipal National Defense Science and Technology Office).

The positions previously held by Wu include deputy head of Heping District of Shenyang City, member of Standing Committee and Secretary of Political and Legal Committee of Heping District Committee of Shenyang City, general manager of Shenyang Shengjing Financial Control Investment Group Company, deputy secretary, acting district head and district head of Xigang District Committee of Dalian City, secretary of Pulandian District Committee of Dalian City, member of Standing Committee, Secretary General and Office Director of Dalian Municipal Committee of CPC, and secretary of working committee of municipal organs. In August 2022, he served as member of the Standing Committee of Dalian Municipal Committee of the Communist Party of China, vice mayor of Dalian Municipal People's government, deputy secretary of the Party Group of the municipal government, and director of integration of defense and civilian technologies Office of the Municipal Party Committee.

Responsibilities

Responsible for the standing work of the municipal government, integration of defense and civilian technologies, development and reform, finance, taxation, emergency management, safety production, statistics, financial supervision, financial center construction, Taiwan affairs and other aspects.

In charge of integration of defense and civilian technologies Office of Municipal Party Committee (National Defense Science and Technology Office), Municipal Development and Reform Commission (Municipal Grain and Reserve Bureau), Municipal Finance Bureau, Municipal Emergency Bureau, Municipal Statistics Bureau, Municipal Financial Development Bureau, Taiwan Affairs Office of Municipal Government and Municipal Credit Center. Assist the mayor in charge of the municipal audit bureau.
