The meeting pointed out that a large number of small and medium-sized enterprises and individual industrial and commercial households are the important foundation for stabilizing the economy and the main support for stabilizing employment. At present, the difficulties of relevant market players have obviously increased. It is necessary to implement the arrangements of the CPC Central Committee and the State Council and increase assistance. First, pay close attention to the policies and measures that have been determined, such as tax refund, tax reduction and fee reduction, deferred payment of social security premiums, smooth logistics, and promotion of enterprises to resume work and achieve production. Ensure that all small and micro enterprises and individual industrial and commercial households will be refunded before June 30, and the tax refund for eligible medium-sized enterprises will be completed ahead of this time limit. Second, increase policy support, especially financial support. This year, large state-owned banks added 1.6 trillion yuan of inclusive small and micro loans to guide banks to strengthen active services. Reasonable renewal, extension and adjustment of repayment arrangements for small and medium-sized enterprises and individual industrial and commercial households will not affect credit records and will be exempted from penalty interest. Expand the business coverage of national financing guarantee funds and government financing guarantee institutions for small and medium-sized enterprises and individual industrial and commercial households. Introduce specific measures to support the standardized and healthy development of platform economy as soon as possible. All localities should arrange special funds for the relief of small and medium-sized enterprises and individual industrial and commercial households, and give subsidies such as rent, guarantee fees and loan interest to those with operational difficulties. Encourage local governments to implement phased preferential electricity prices for small and micro enterprises and individual industrial and commercial households, and "non-stop supply of arrears" for water, electricity and gas, and pay back within 6 months. The average tariff of broadband and dedicated lines for small and medium-sized enterprises will be reduced by another 10%. Third, before the end of May, comprehensively investigate the accounts owed by government agencies, institutions and large enterprises to small and medium-sized enterprises, and pay off the undisputed arrears together. If there are real payment difficulties, make clear the repayment plan before the end of June. Put debt clearing into the focus of this year's audit and the State Council's Grand Inspector, and seriously investigate and deal with disguised arrears. Pay close attention to the introduction of measures to reduce the acceptance period of commercial bills. The meeting stressed that it is necessary to compact the responsibilities, especially those of local governments, and focus on solving the problem of blocking policies.


In order to help foreign trade enterprises cope with difficulties and challenges, the meeting decided that, first, efforts should be made to ensure orders and stabilize the import and export of key industries and labor-intensive industries. Ensure the stability of production and circulation in the field of foreign trade, determine the list of key foreign trade enterprises and guarantee them in production, logistics and employment. Second, it is necessary to effectively and orderly dredge the collection and distribution of sea and airport, and improve the efficiency of operation and customs clearance. Make good use of air cargo capacity to ensure the transportation of important parts, equipment and products. Investigate and deal with illegal acts of foreign trade freight prices. Third, we should introduce a policy to facilitate cross-border e-commerce export return and exchange as soon as possible, and support qualified cross-border e-commerce enterprises to apply for high-tech enterprises. Support the stable development of processing trade, and bring labor-intensive processing trade in the central and western regions and Northeast China into the catalogue of industries encouraged by the state. Explore the inclusion of large-scale medical equipment and robots in the scope of bonded maintenance, and carry out bonded remanufacturing pilots such as automobile engines. Fourth, we should increase credit supply to small and medium-sized foreign trade enterprises, support banks not to blindly pump loans, cut off loans and suppress loans for those who are temporarily trapped, and sort out a batch of urgently needed funds to give key support. Expand the scale of export credit insurance short-term insurance and shorten the payment time. Increase credit insurance policy financing. Maintain the basic stability of RMB exchange rate at a reasonable and balanced level. Fifth, we should optimize platform services such as Canton Fair and strengthen linkage and mutual promotion with cross-border e-commerce. All localities should make good use of special funds for foreign trade and economic development to support small and medium-sized enterprises to participate in overseas exhibitions. Cultivate a number of new import trade innovation demonstration zones.
