Therefore, Dalian Municipal Party Committee and Municipal Government put deepening the comprehensive reform of state-owned assets and state-owned enterprises in a prominent position and put it on the important agenda. The 13th Party Congress of Dalian systematically designed and made overall plans for the comprehensive reform of state-owned assets and state-owned enterprises. Dalian Municipal Committee organized six special meetings, and the principal responsible persons of Dalian Municipal Committee went deep into more than 50 enterprises for more than 20 times to conduct research. Strive to reach 2024, The competitiveness and operating performance of municipal state-owned enterprises have entered the advanced level of the industry, cultivating one or two enterprise groups with assets exceeding 100 billion yuan, forming two or three enterprise groups with operating income exceeding 10 billion yuan, adding two or three state-controlled listed companies, and cultivating and growing a number of state-owned backbone enterprises with clear positioning, outstanding main business, strong industry competitiveness and leading comprehensive strength.

 

Dalian issued the "Overall Implementation Plan for Optimizing the Strategic Layout of Municipal State-owned Enterprises", which kicked off the reform and restructuring drama around heavy industry equipment, agriculture and fishery, cultural tourism, sports, urban construction, public transportation construction, clean energy, health care, science and technology and other industries according to the principles of similar industries, related industries and the same main business. Through systematic reconstruction, 9 enterprise groups including Dalian Heavy Industry Equipment Group, Agricultural Fishery Group and Cultural Tourism Group were established. At the same time, around the state-owned capital management and financial capital investment, two operating companies were set up. After the reorganization, the number of state-owned enterprises in the city has been reduced from 35 to 21.

Wazhou Group strives to be the leading "boss" of bearing industry in China, Agricultural Fishery Group builds characteristic brands of agricultural and marine fishery products with regional competitiveness, Cultural Tourism Group drives the quality and scale of cultural tourism industry in the whole city to achieve double improvement, and other enterprises enter the advanced ranks of the same industry as soon as possible to achieve high-quality transformation and development.
