Xi Meets EU Leaders Von Der Leyen

Chinese President Xi Jinping met with European Council President Michel and European Commission President von der Leyen by video on the evening of April 1.


Xi Jinping pointed out that eight years ago, I proposed that China is willing to work with Europe to build the four partnerships of peace, growth, reform and civilization between China and Europe. This vision of China has not changed so far, and it is of more practical significance under the current situation. China and the EU share broad common interests and a deep foundation for cooperation. China's policy toward Europe remains stable and coherent. It is hoped that the EU will form an independent understanding of China, pursue an independent China policy, and work with China to promote the stability and far-reaching of China-EU relations and provide some stabilizing factors for the turbulent world situation.


Xi Jinping emphasized that China and the EU should be the two major forces to safeguard world peace and cope with the uncertainty of the international situation with the stability of China-EU relations. We should take the lead in safeguarding the international system with the United Nations as the core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the UN Charter, jointly resist the revival of camp confrontation thinking, oppose the creation of a "new cold war", and safeguard world peace and stability.


Xi Jinping pointed out that China and the EU should be two major markets to promote common development, and promote the in-depth development of economic globalization through China-EU open cooperation. China will unswervingly deepen reform and open wider to the outside world, welcome European enterprises to invest in China, and hope that the European side will provide a fair, transparent and non-discriminatory environment for Chinese enterprises to invest and develop in Europe. The two sides should strengthen the docking of development strategies and explore the convergence point between China's new development concept and new development pattern and the EU's "open strategic autonomy" economic and trade policy.


Xi Jinping emphasized that China and the EU should be the two major civilizations to promote human progress, and meet global challenges through China-EU unity and cooperation. It is necessary to practice true multilateralism, advocate the global governance concept based on the principle of co-construction, co-construction and sharing, continue to lead the global cooperation on climate change and biodiversity, and work together to overcome the novel coronavirus pneumonia epidemic. We welcome the European side's support and participation in global development initiatives.


Michel and von der Leyen said that China is an important polar force in the world, and the European side attaches great importance to China's international status and role and attaches importance to developing relations with China. For a long time, EU-China relations have been mutually beneficial and win-win, and both sides are committed to defending peace and upholding multilateralism. Under the current international situation, it is very important for Europe and China to strengthen dialogue and cooperation. The European side reiterated its adherence to the one-China principle, we look forward to frank exchanges with China to continue the sound development momentum of EU-China relations. We are willing to continue to deepen cooperation with China in economy, trade, investment, energy, green development and other fields, jointly address global challenges such as novel coronavirus pneumonia epidemic, climate change and biodiversity conservation, and make efforts to promote world peace, economic growth and common prosperity. The European side is willing to provide support and cooperation for China to successfully host the second phase of the 15th meeting of the Conference of the Parties to the Convention on Biological Diversity.


The two sides exchanged views on the situation in Ukraine. EU leaders introduced the EU's views and propositions on the Ukrainian crisis.


Xi Jinping emphasized that China deeply regrets that the situation in Ukraine has come to this stage. China's position on the Ukrainian issue is consistent and clear. China has always stood on the side of peace, made independent judgments from the merits of the matter itself, advocated upholding international law and recognized basic norms of international relations, adhered to the purposes and principles of the UN Charter, and advocated a common, comprehensive, cooperative and sustainable security concept.


Xi Jinping expounded several opinions on solving the Ukrainian crisis under the current situation:


First, we must persist in persuading peace and promoting talks. China supports the European side's efforts to solve the Ukrainian issue politically, and has always played the role of persuading peace and promoting talks in its own way. Peace talks are the only feasible way to avoid escalation of tension. The international community should continue to create conditions and environment for the Russian-Ukrainian negotiation process and open up space for political settlement, instead of adding fuel to the fire and intensifying contradictions.


Second, we must prevent a larger humanitarian crisis. China has put forward a six-point initiative on the humanitarian situation in Ukraine, and has provided many batches of emergency humanitarian assistance to Ukraine and materials to European countries receiving a large number of refugees. China is willing to maintain communication with the European side to jointly prevent a larger humanitarian crisis.


Third, we must build lasting peace in Europe and Asia and Europe. The root of the Ukrainian crisis lies in the long-term accumulated regional security contradictions in Europe, and the fundamental solution is to take care of the legitimate security concerns of all parties concerned. With the development of the times, we can no longer use the Cold War mentality to build the world and regional security framework. China supports Europe, especially the European Union, to play a leading role, support dialogue between Europe, Russia, the United States and NATO, face up to the contradictions accumulated over the years, find solutions to problems, and promote the construction of a balanced, effective and sustainable European security framework.


Fourth, we must prevent local conflicts from expanding. The Ukrainian crisis should be handled properly, but we should not rush to the hospital, attack one point, be inferior to the rest, tie the whole world to this problem, and let the people of all countries pay a heavy price for it. The more critical it is, the more sober and calm it is. The current world economic structure is a framework formed by long-term efforts of all countries in the world, and it is an organic whole. All parties should cherish this achievement, not easily impact the existing world economic system, let alone politicize, instrumentalize and weaponize the world economy, which will lead to serious crises in the fields of world finance, trade, energy, science and technology, food, industrial chain and supply chain. Many fear that the current situation could undo decades of international economic cooperation. If the situation continues to deteriorate, it is estimated that it may take several years, more than ten years or even decades to recover afterwards. China and the EU should devote themselves to controlling the situation and preventing crisis spillover, especially maintaining the stability of the world economic system, rules and foundation and enhancing people's confidence. The two sides can coordinate and cooperate in this regard.


The leaders of both sides believe that the meeting was open, frank and in-depth, which enhanced mutual understanding and reached a lot of consensus, and agreed to continue to strengthen communication and carry out coordination and cooperation.
