On November 16, 2021, the Ministry of Industry and Information Technology of China released the Development Plan of Information and Communication Industry during the 14th Five-Year Plan, proposing to speed up the construction of new digital infrastructure system and lay a solid foundation for supporting the construction of digital China. At present, Dalian's communication industry is building a first-class intelligent comprehensive digital information infrastructure in breadth, thickness and depth, so as to smooth the information artery for Dalian's economic development, build a new digital base, speed up the construction of high-speed, mobile, safe and ubiquitous digital infrastructure, and build a stable and high-speed 5G network. According to Ji Wei, at present, Dalian Unicom's 5G network has achieved continuous coverage in urban areas and county towns and full coverage in towns and villages, while broadband Gigabit network has achieved thin coverage in urban areas. By the end of 2021, Dalian Unicom had completed the construction of more than 5,000 5G base stations, achieving continuous coverage of the core areas of urban areas and county towns, and deep coverage of buildings in key scenes such as transportation hubs, subways, 3A hospitals and universities.
With the arrival of 5G, various communication operators in Dalian have further improved the capability and quality of cloud network integrated services. For example, Dalian Unicom has the largest telecom operator-level professional data center in Liaoning, it can provide data center infrastructure, platform facilities, operation and maintenance and security services, support the smooth operation of 106 government information systems such as "Credit Dalian, Citizen Cloud, Dalian Statistics, Civil Affairs and Dalian Finance", and help Dalian government realize the unified management of "Internet plus Government Affairs Service".
