On December 11, 2021, the construction of Dalian Bay Cross-Harbour Tunnel and Guangming Road Extension Project with a total investment of over 20 billion yuan brought good news again. With the successful completion of the second round of traffic diversion and reform of Dalian Bay Cross-Harbour Tunnel Land Project, the F2 construction section located on the east side of Gate 2 of Dalian Port started closed construction 100 days ahead of schedule, which marked the completion of diversion and flow regulation of the Cross-Harbour Tunnel Land Project constructed by the Third Company of CCCC I Navigation Bureau, and the project entered a big stage in an all-round way.


Dalian Bay Cross-Harbour Tunnel and Guangming Road Extension Project are major livelihood projects to implement the strategy of revitalizing the old industrial bases in Northeast China in an all-round way. After the completion of the project, it will effectively break the traffic bottleneck formed by Dalian's "C"-shaped spatial structure, and add a new fast track for Dalian, which runs through the north and south, connects the core area in the east of Dalian and Jinpu New District, and makes the "Cape" become a thoroughfare, which is of great significance for relieving traffic pressure, optimizing urban ecological functions and promoting the integration of the two sides of Dalian Bay. The total length of the project is 12.1 kilometers, with six lanes in both directions. The design standard is urban expressway, including two sub-projects: Cross-Harbour Tunnel Project and Guangming Road Extension Project. Among them, the main line of the subsea tunnel is 5.1 kilometers long, and 18 large immersed tubes need to be installed. The standard pipe section is 180 meters long and weighs about 60,000 tons. The main line of Guangming Road is 7 kilometers long and connects with Dalian Bay Cross-Harbour Tunnel.


There are Hong Kong, Zhuhai and Macao in the south and Dalian Bay in the north. Dalian Bay Cross-Harbour Tunnel and Guangming Road Extension Project are the first cross-sea immersed tunnel in high latitude and cold areas of northern China after the super project Hong Kong-Zhuhai-Macao Bridge. This project brings together many top technologies for cross-sea passage construction at home and abroad. Among them, the engineering construction breaks through the traditional full-lifting bed leveling technology and develops a full-floating leveling construction technology; Innovatively developed the first "jacking segment method" final joint in China; The durability problem of century-old concrete in high latitude and cold areas has been solved, and the quality control technology of century-old marine high-performance concrete in northern China has been developed, which has reached the world leading level.


Li Jin, general manager of Dalian Bay Cross-Harbour Tunnel Co., Ltd. said that the project is a major livelihood project in Liaoning Province implemented in PPP mode, and was successfully selected as a typical case of the second batch of PPP projects by the National Development and Reform Commission in May 2017. According to reports, the project adopts the PPP mode of "BOT + EPC + government payment", with a construction period of 50 months and an operation period of 20 years. At present, the total estimated investment of the project is 22.293 billion yuan.


On November 27, 2021, Dalian Bay Cross-Harbour Tunnel completed the installation of E12 pipe joint, the 11th pipe joint in the year, which marked that the project exceeded the goal of "guaranteeing nine and competing for ten" set in early 2021. Since December 9, 2020, the first immersed tube has been successfully installed, and 12 pipe sections have been installed in 12 months, creating the "Chinese speed" of immersed tube installation.


2022 is a crucial year for the construction of Dalian Bay Cross-Harbour Tunnel and Guangming Road Extension Project, which will become an important support for promoting the high-quality development of local economy after completion. Hu Yuting, deputy secretary of Liaoning Provincial Party Committee and secretary of Dalian Municipal Party Committee, said that he should do his best to build this "century-old project", insist on "everything turns around the project and everything works around the project", and the construction unit should reverse the construction period and fight on wall charts, so as to help Dalian achieve new breakthroughs in revitalization and development with high-quality projects.
