Li Keqiang Signed the State Council Order, Promulgate Decision of the State Council on Abolishing Some Administrative Regulations

Premier Li Keqiang recently signed an order of the State Council promulgating the Decision of the State Council on Abolishing Some Administrative Regulations, which will take effect from the date of promulgation.

 

In order to adapt to the new situation of China's population and economic and social development, To optimize the birth policy and promote the long-term balanced development of the population, according to the decision on amending the Population and Family Planning Law adopted at the 30th meeting of the Standing Committee of the 13th National People's Congress, the State Council decided to abolish three administrative regulations, namely, the Regulations on the Administration of Family Planning Technical Services, the Measures for the Administration of Collection of Social Support Fees and the Regulations on Family Planning Work of Floating Population.

 

At present, family planning technical service institutions have been basically integrated into the maternal and child health service system, and relevant service items have been incorporated into the national basic public services, so it is no longer necessary to retain the Regulations on the Administration of Family Planning Technical Services. The Decision of the Central Committee of the Communist Party of China and the State Council on Optimizing the Birth Policy to Promote Long-term Balanced Population Development proposes to abolish social support fees and other restrictive measures. The revised Population and Family Planning Law deletes the provisions on collecting social support fees, and accordingly abolishes the Administrative Measures on Collecting Social Support Fees. At present, the equalization of basic public services for family planning of floating population has been realized, and the relevant management mechanism is running effectively, basically realizing the same service and management of floating population and local registered population, and it is no longer necessary to retain the Regulations on Family Planning of Floating Population.
