Xi Attended APEC Leaders' Informal Meeting and Delivered a Speech

On the evening of 16th, President Xi Jinping was invited to attend the APEC Leaders' Informal Meeting by video in Beijing and delivered a speech.


Xi pointed out that at present, the epidemic situation in novel coronavirus pneumonia has fluctuated repeatedly, and the situation of epidemic prevention and control is still grim. At the same time, peace and development remain the theme of the times, and the call for safeguarding multilateralism, strengthening unity and cooperation, and jointly meeting challenges is even stronger. Last year, we adopted the APEC Vision 2040 and put forward the goal of the Asia-Pacific Community. Asia-Pacific is an important engine of world economic growth. Overcoming the epidemic at an early date, restoring economic growth and promoting the recovery of the world economy are the most important tasks for Asia-Pacific members at present.


First, strengthen international cooperation against epidemic diseases. China has provided more than 500 million doses of vaccines to developing countries, and will provide another 3 billion US dollars in international assistance in the next three years. China is willing to actively participate in cooperation initiatives such as ensuring the stability and safety of vaccine supply chain and promoting the circulation of key materials, and take effective measures to ensure the healthy, safe and orderly exchanges of personnel. China donated money to APEC to set up a sub-fund on "Responding to Epidemic Situation and Economic Recovery".


Second, deepen regional economic integration. It is necessary to promote trade and investment liberalization and facilitation and safeguard the multilateral trading system with the World Trade Organization as the core. We should tear down walls instead of building them, open them instead of isolating them, and integrate them instead of decoupling them. It is necessary to strengthen macroeconomic policy coordination, curb negative spillover effects, promote digital interconnection and cooperation, promote regional economic integration, and build a high-level Asia-Pacific Free Trade Area at an early date. China has taken the lead in completing the approval of the Regional Comprehensive Economic Partnership Agreement and looks forward to its formal entry into force within this year.


Third, adhere to inclusive and sustainable development. We should adhere to the people-oriented principle and achieve green growth. China attaches great importance to tackling climate change, and will strive to achieve carbon peak by 2030 and carbon neutrality by 2060. China supports APEC sustainable development and economic and technological cooperation, promotes efficient, clean and diversified energy development, promotes inclusive trade and investment, supports the development of small and medium-sized enterprises, increases support for vulnerable groups such as women, and strives to implement the 2030 Agenda for Sustainable Development.


Fourth, seize the opportunity of scientific and technological innovation. The global digital economy is an open and closely connected whole, and win-win cooperation is the only right way. Closure, exclusion, opposition and division will only lead to a dead end. It is necessary to strengthen the construction of digital infrastructure and strive to build an open, fair and non-discriminatory digital business environment. China will hold seminars on digital capacity building and promote cooperation initiatives such as digital technology to help tourism recovery.


Xi Jinping emphasized that China has embarked on a new journey of building a socialist modernized country in an all-round way, and will build a new open economic system at a higher level, create a more attractive business environment, promote the high-quality construction of the "the belt and road initiative", and achieve a higher level of mutual benefit and win-win with the world and Asia-Pacific countries.


Xi Jinping finally said that there is a Maori proverb in New Zealand: "When you face the sun, the shadow will eventually dissipate." We are full of confidence in human cooperation to overcome the epidemic, in the prospects of world economic recovery and in the common bright future of mankind.
